The Bureau of Energy and Technology Policy (BETP) develops policies and programs to establish a clean, economical, resilient, and reliable energy and technology future for all residents. BETP manages and implements local, state, regional, and federal energy and broadband policy and programs. About the role

This full-time, 40-hour-per-week position is based in New Britain, CT, with a Monday–Friday schedule on first shift and hybrid work opportunities available. As a Research Analyst within the Office of Federal and Regional Energy Policy (OFREP), you will contribute to BETP’s advocacy and engagement efforts related to the region’s wholesale energy and transmission policies and practices. Responsibilities include addressing energy affordability and ensuring cost-effective development and siting of infrastructure to meet the state’s energy goals (e.g., affordable, reliable, clean).

You will engage in forums such as the New England Power Pool stakeholder process, ISO-New England market and planning reform efforts, and Federal Energy Regulatory Commission proceedings. You may also participate in state-level proceedings impacting these goals. The role involves coordination with other offices within BETP and counterparts in other New England states, with a focus on equitable policy design and inclusive public input processes. BETP operates in a collaborative, team-based environment, and projects will increase in complexity as you develop skills through training and feedback.

Responsibilities

  • Develop and implement formal research projects, including assisting on comprehensive assignments.
  • Analyze, interpret, and prepare data in various formats, including narrative and statistical reports.
  • Develop computerized databases and analyze computer-generated reports.
  • Engage in regional and federal energy policy forums to advocate for cost-effective, reliable, and clean energy infrastructure.
  • Participate in the New England Power Pool stakeholder process, ISO-New England market and planning reforms, and Federal Energy Regulatory Commission proceedings.
  • Collaborate with other BETP offices and New England state counterparts on energy policy projects.
  • Prioritize equitable policy and program design and inclusive public input processes.

Requirements

  • Six (6) years of professional experience in research, data analysis, or economics.
  • College training may substitute for experience at a rate of fifteen (15) semester hours equaling one-half (1/2) year of experience, up to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in economics, statistics, or a closely related field may substitute for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may substitute for the General Experience.

Preferred Qualifications

  • Experience with financial or economic modeling, analysis, or power system engineering.
  • Experience conducting research on economic, financial, or energy policy or regulatory issues at the state or federal level.
  • Experience developing technical or policy written work product pertaining to energy, economic, or financial topics.
  • Experience working on two or more projects simultaneously while adhering to deadlines.
  • Experience working on technical projects with a team.
  • Experience communicating complex topics orally or in writing to audiences with varying levels of knowledge.

Skills

  • Knowledge of research methods, techniques, and statistics.
  • Strong interpersonal, oral, and written communication skills.
  • Ability to analyze data, develop programs, and use prepackaged computer programs for data analysis.
  • Understanding of agency-related policies and procedures as they relate to research.
