About the role
Under general direction of the director in the Department of Business Information Systems, the IT technology architect designs and implements privacy‑by‑design principles into all application and system architectures that handle student and staff data. The architect ensures compliance with relevant data privacy regulations, such as FERPA, COPPA, and Maryland’s Student Data Privacy Act (MODPA), throughout the data lifecycle, conducts Data Privacy Impact Assessments (DPIAs) for new educational technologies, and provides architectural recommendations to mitigate privacy risks.
Responsibilities
- Design and implement privacy‑by‑design principles into all application and system architectures handling student and staff data.
- Ensure compliance with FERPA, COPPA, MODPA, and other state‑specific educational data privacy laws throughout the data lifecycle.
- Conduct Data Privacy Impact Assessments (DPIAs) for new educational technologies and provide architectural recommendations to mitigate privacy risks.
- Assess and implement best practices (e.g., Application Lifecycle Management) for cost optimization.
- Collaborate with IT security to enforce security and audit controls.
- Develop and maintain comprehensive architectural documentation, including roadmaps, blueprints, and design specifications.
- Collaborate with cross‑functional teams to gather technical and functional requirements for architectural designs.
- Provide expert‑level support for enterprise‑wide technology applications and platforms.
- Apply a multi‑discipline approach to requirements gathering, solutions engineering, reliability, resiliency, R&D integration, test and evaluation, maintainability, and analysis across application architectures.
- Assist with design, implementation, maintenance, and day‑to‑day operations of enterprise‑wide systems; serve as lead technical expert for specific program areas and perform related duties.
- Prepare and review Request for Information (RFI) and Request for Proposal (RFP) responses to identify new technologies.
- Establish and maintain vendor relationships and work with contracted personnel.
- Define and document repeatable processes and procedures for transitioning new technologies and integrating new applications into current infrastructure.
- Identify, troubleshoot, research, and resolve routine issues on varied systems, platforms, and applications to ensure security, confidentiality, compatibility, and functionality according to policies, procedures, and regulations.
Requirements
- Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related technology field (or equivalent combination of education, training, and experience).
- Minimum six years of technology experience, with at least three years in an architectural role focusing on enterprise‑level systems.
- Experience managing technology upgrades and maintenance, implementing and monitoring applications, responding to issues promptly, preventing client impacts, and maintaining version control and performance monitoring.
- Experience with enterprise legacy systems and cloud platforms (e.g., Oracle Fusion Cloud, Azure).
- Experience managing a mixture of legacy code and modern technology and working with remote contracting teams.
- Experience creating workflow diagrams and gathering business functional and technical requirements.
- Experience writing and maintaining scripts for infrastructure automation.
- Proficiency in OTBI, PowerBI, Python, Oracle Cloud Fusion, and/or SQL preferred.
- Preferred certifications: cloud, DevOps, and/or security.
- Core competencies: commitment to students, professionalism, interpersonal and communication skills, organizational skills, problem‑solving abilities, and ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
Skills
- Knowledge of standard computer and network operating systems, protocols, and software; advanced proficiency with standard and ad‑hoc applications.
- Ability to quickly learn educational technology requirements, determine priorities, allocate resources, manage projects, measure and analyze results, and communicate effectively both orally and in writing.
- Ability to leverage software development and industry‑standard solutions to automate tasks.
- Understanding of relationships between solution components and non‑solution components.
- Proficiency in designing and implementing comprehensive frameworks and processes (e.g., ALM) within organizations with diverse user groups.
- Experience mapping system requirements to architecture and conducting configuration management of system configurations.
- Ability to develop technical specifications, interface control documents, integration plans and schedules, inter‑service support agreements, system behavior diagrams, sequence diagrams, and network diagrams.
- Strong understanding of software development methodologies (Agile, DevOps) and extensive experience with ALM tools and platforms.
- In‑depth knowledge of governance frameworks and best practices (TOGAF, ITIL) and proven ability to coordinate with a wide range of stakeholders, including non‑technical users.
- Knowledge of data privacy principles and regulations specific to education (FERPA, COPPA, CIPA) and experience with privacy‑enhancing technologies and secure coding practices.
- Proficiency in designing secure and scalable cloud‑based architectures (Azure, Oracle Cloud Fusion) with solid understanding of network security, identity and access management, and data encryption techniques.
