About the role

Public Agency Resources (PARS), a subsidiary of Willdan Group Inc., is seeking a part-time Rental Housing Inspector. The position promotes safe, sanitary, and code-compliant rental housing through various activities.

Essential Duties And Responsibilities

  • Aid with rental license applications and renewals, maintaining accurate records of licensed rental properties.
  • Track inspection schedules, corrective-action requirements, compliance deadlines, and outstanding enforcement matters.
  • Inspect residential properties, accessory and non-dwelling structures, premises, and vacant land for compliance with applicable housing, property maintenance, building, fire, zoning, health, sanitation, and safety requirements.
  • Schedule and conduct routine, complaint-based, follow-up, and property condition inspections.
  • Conduct housing condition surveys to evaluate the general condition of buildings, structures, and premises.
  • Clearly explain inspection findings, applicable requirements, necessary corrective actions, and compliance deadlines to property owners, managers, tenants, contractors, and other responsible parties.
  • Prepare and issue inspection reports, notices of violation, correction orders, and other documents as authorized by the city.
  • Maintain complete and accurate inspection records, case notes, photographs, correspondence, notices, and daily activity logs.
  • Prepare periodic, quarterly, and annual reports addressing licensed units, inspections, re-inspections, violations, compliance rates, outstanding enforcement actions, and program recommendations.
  • Interpret and explain applicable statutes, codes, and ordinances governing residential properties to owners, managers, tenants, contractors, and members of the public.
  • Serve as a primary point of contact for landlords, property managers, and tenants regarding rental inspections and licensing requirements and respond to inquiries promptly and professionally.
  • Research zoning, permit, inspection, ownership, and building history using city records and other available resources.
  • Perform other related duties as assigned.

Job Requirements / Qualifications

  • Completion of a recognized certification or training program in code enforcement, housing inspection, property management, building inspection, or property rehabilitation; or at least one year of field experience inspecting residential structures and properties.
  • An equivalent combination of related education, training, and experience totaling at least one year may be considered.
  • Must possess and maintain a valid Minnesota driver’s license.
  • International Code Council Property Maintenance and Housing Inspector certification is preferred; however, other relevant certifications in code enforcement, housing inspection, building inspection, fire inspection, or a related field will also be considered.
  • Residential building construction methods, materials, and common property maintenance issues.
  • Applicable Minnesota statutes, state codes, and local codes and ordinances.
  • Proper interpretation and application of housing, property maintenance, building, fire, zoning, sanitation, and safety requirements.
  • Inspection methods, investigative practices, evidence collection, and case documentation.
  • Principles of due process and progressive code enforcement.
  • Business software, electronic records systems, mobile inspection applications, and standard office procedures.
  • Reading and interpreting building plans, diagrams, specifications, statutes, codes, and ordinances.
  • Conducting thorough, accurate, and impartial inspections.
  • Communicating effectively, professionally, and respectfully, both verbally and in writing.
  • Preparing clear, concise, accurate, and legally supportable reports and case documentation.
  • Providing responsive and professional customer service.
  • Managing difficult conversations, conflict, and stressful situations.
  • Organizing assignments, managing deadlines, and maintaining accurate records.
  • Using computers, mobile devices, databases, inspection software, and standard office equipment.
