Registered Nurse Manager I

Department of Behavioral Health and Developmental Services’ (DBHDS) Division of Developmental Services Office of Integrated Health Support Network (OIHSN) is seeking a highly motivated, skilled, and experienced Registered Nurse to work collaboratively with other Registered Nurse Care Consultants (RNCC) and the larger OIHSN interdisciplinary team across the Commonwealth.

About the Role

The RNCC position provides nursing education and consultation for community-based health providers and services primarily working with individuals with Intellectual (ID) and Developmental Disabilities (DD) in collaboration with the Director. This role involves working with various data sources, informatics tools, and data analysis programs to design and implement quality initiatives supporting evidence-based practices.

The position works closely with agency-based team members, including other DBHDS Division of Developmental Disabilities offices, Community Service Boards, community-based health services providers, institutions, hospitals, and other stakeholders. Responsibilities include assisting in identifying needed health services/supports and reducing barriers for individuals with I/DD and other special needs.

This RNCC acts as a liaison between partners and Central Office, reviewing and assisting with complex cases, identifying resources, and supporting providers to meet individuals' health and safety needs within state and federal regulations. The role supports the community integration of individuals with DD transitioning from state-based and private institutions, helping identify available health services and assisting in community education for providers.

We are recruiting for two (2) full-time, benefits-eligible RNCC positions. These are field staff positions with much of the work conducted virtually, though periodic travel and overnights are required for onsite technical assistance, trainings, presentations, meetings, and workgroups. Position location is flexible, with travel to Richmond and statewide as needed. Primary service areas include northern, central, and eastern Virginia.

Responsibilities

• Provide nursing education and consultation for community-based health providers serving individuals with Intellectual and Developmental Disabilities (ID/DD).
• Collaborate with interdisciplinary teams to identify health services/supports and reduce barriers for individuals with I/DD.
• Act as a liaison between partners and Central Office, reviewing complex cases and identifying resources.
• Support providers in meeting health and safety needs within state and federal regulations.
• Assist in the community integration of individuals with DD transitioning from institutions.
• Use data dashboards, quality metrics, and informatics tools to design and implement quality initiatives.
• Extract, interpret, and analyze clinical data for case reviews.
• Present training and lead group events for providers and stakeholders.
• Develop and sustain relationships with medical professionals, agencies, and community partners.
• Travel periodically for onsite technical assistance, trainings, and meetings.

Requirements

• Licensure to practice as a Registered Nurse by the Virginia State Board of Nursing or Compact state.
• Basic knowledge of nursing assessment, planning, implementation, and evaluation of patient care, including pharmacology, psychiatric, physical, and psychological diagnoses, and social determinants of health.
• Professional experience with Developmental Disabilities and related conditions, including direct experience in delivering community-based DD services and supports.
• Ability to communicate effectively in writing and orally, develop and implement projects, and work independently or in a leadership capacity on a team.
• Experience using data dashboards, quality metrics, reporting, and informatics tools.
• Ability to extract, interpret, and analyze clinical data and conduct case reviews.
• Experience presenting training and leading group events.
• Understanding of best practices in health safety services and person-centered practices.
• Experience implementing quality assurance/quality improvement initiatives.
• Working understanding of Nurse Delegation allowable activities under the Virginia Nurse Practice Act.
• Proficiency in Microsoft 365 applications, smartphone technology, and willingness to learn new tools.

Preferred Qualifications

• Experience providing nursing care in community-based DD healthcare or working with individuals with mental illness, geriatric issues, or substance abuse.
• Experience conducting health and safety training/education.
• Knowledge of practices, standards, and procedures associated with the Nurse Practice Act.
• Ability to develop, implement, monitor, and measure outcomes for policies, procedures, and educational programs.
• Knowledge of data analysis and informatics tools.
• Familiarity with QI models (e.g., PDSA, FISH diagram) and using data to identify trends, gaps, and safety risks.
• Knowledge of Virginia’s DD Community Medicaid Waiver and Virginia Medicaid System, including managed care organizations (MCOs).
• Supervisory experience.

Pay

$90,000 - $100,000 annually.
