Regional Technical Services Manager

Key Responsibilities

  • Provide technical direction and engineering leadership across the regional IFM portfolio, ensuring alignment with client SLAs, contractual obligations, and organizational standards.
  • Lead the technical integration of hard services (MEP systems, building fabric) with soft services delivery to optimize overall facility performance.
  • Serve as the primary technical escalation point for complex engineering challenges affecting service delivery.
  • Working with the local site teams, ensure that a full and compliant program of maintenance is delivered as per the requirement of our contract service catalogue.
  • Review and audit maintenance delivery both in-house and via partner vendors/contractors to ensure minimum standard compliance is adhered to and required standards of safety and workmanship are upheld.
  • Review and actively manage the 52-week planners for each site to ensure all maintenance is delivered on time, in-line with all KPI’s and performance metrics.
  • Oversee comprehensive asset lifecycle management programs including condition assessments, preventive and predictive maintenance strategies, and capital planning recommendations.
  • Analyze asset performance data and maintenance trends to identify opportunities for reliability improvement and cost optimization.
  • Develop and monitor KPIs related to asset uptime, mean time between failures, energy consumption, and maintenance effectiveness across the regional portfolio.
  • Establish and enforce engineering standards, standard operating procedures (SOPs), and technical specifications across all regional sites.
  • Ensure compliance with health and safety regulations, building codes, environmental legislation, and client-specific requirements.
  • Conduct technical audits and site assessments to verify adherence to IFM service delivery standards and identify improvement opportunities.
  • Act as technical interface with clients for engineering and asset-related matters, providing expert advice on system performance, lifecycle planning, and strategic recommendations.
  • Support account teams in addressing client concerns, technical queries, and service improvement initiatives.
  • Contribute to client reviews, governance meetings, and business planning discussions with technical insights and data-driven recommendations.
  • Mentor and provide technical guidance to site-based engineering teams, multi-skilled technicians, and facility managers across the region.
  • Develop and deliver technical training programs on building systems, maintenance procedures, safety protocols, and new technologies.
  • Support recruitment, competency assessment, and career development of technical personnel within the IFM operation.
  • Review and approve technical scopes of work for capital improvement projects, system replacements, and refurbishment programs.
  • Provide technical input during project planning, design review, contractor selection, and value engineering exercises.
  • Capture and coordinate CAPEX forecasting and lifecycle replacement planning to support client budget planning and investment decisions.
  • Manage relationships with specialist subcontractors, OEM service providers, engineering consultants, and equipment suppliers.
  • Review and optimize service agreements, maintenance contracts, and SLAs for technical adequacy and value delivery.
  • Conduct vendor performance reviews and drive continuous improvement in third-party service quality.
  • Identify and evaluate emerging technologies including IoT sensors, building management systems (BMS), computer-aided facility management (CAFM) platforms, and predictive maintenance tools.
  • Lead digital transformation initiatives that enhance operational efficiency, reduce reactive maintenance, and improve client reporting capabilities.
  • Champion sustainability initiatives and energy efficiency programs across the regional portfolio.
  • Identify technical risks affecting service delivery, asset reliability, or client operations and develop mitigation strategies.
  • Ensure robust emergency response procedures and business continuity plans are established for critical building systems.
  • Support incident management and root cause analysis for significant technical failures or service disruptions.
  • Prepare comprehensive technical reports, asset condition assessments, lifecycle forecasts, and performance dashboards for internal leadership and client stakeholders.
  • Present complex engineering data and recommendations in clear, business-focused terms.
  • Contribute to monthly and quarterly business reviews with technical insights that demonstrate value delivery and support contract retention.

Qualifications

  • Bachelor's degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or related technical discipline required.
  • Professional Engineering qualification (CEng, PE, or equivalent) preferred.
  • Additional certifications such as Certified Facility Manager (CFM), IWFM qualification, IOSH Managing Safely, or Building Management System certifications are advantageous.
  • Minimum 8-10 years of progressive experience in building engineering, facilities management, or technical asset management.
  • At least 3-5 years in a technical leadership role within IFM, corporate real estate, or multi-site facilities operations.
  • Proven track record of managing technical service delivery across diverse building portfolios and complex MEP systems.
