Regional Manager, Affordable Housing
About the Role
This role puts you over a portfolio of affordable housing communities across the Colorado Springs and Denver markets, reporting up through Asset Living's third-party management structure. The compliance side of affordable housing is front and center here, with a full regional management scope beyond it.
Responsibilities
- Monitor LIHTC application and annual recertification processes, conduct file reviews, run semi-annual physical inspections, and stay current with regulatory agencies.
- Build and manage operating budgets, review monthly variances against budget, and push toward the highest achievable NOI through cost control and occupancy strategy.
- Handle capex planning, oversee vendor contracts and work in progress at your sites, and ensure property closeout and ownership reporting land on time.
- Hire, train, coach, and when necessary counsel or terminate site staff, with proper documentation and coordination with HR.
- Approve timesheets, sign off on salary requests for Community Managers, and maintain consistent team performance standards.
- Develop yearly marketing plans, evaluate leasing technique effectiveness at site level, and implement resident retention programs.
- Understand how income restrictions, waitlists, and recertification timelines affect occupancy strategy in affordable communities.
Requirements
- Hands-on experience managing LIHTC and/or Section 8 communities, including file reviews and regulatory reporting.
- Demonstrated ability to oversee multiple sites simultaneously as an off-site regional leader.
- Experience building and managing operating budgets with monthly variance analysis.
- Track record of developing on-site staff through coaching, documentation, and consistent performance management.
- Working knowledge of Fair Housing and EHO/Affirmative Fair Housing requirements.
- Comfort with administrative tasks: reporting accuracy, invoice coding, deposit reconciliation, and closeout processes.
Context
Asset Living is a large third-party management firm with an NMHC top-50 ranking and an AMO designation through IREM. Their affordable housing division operates alongside conventional multifamily, student, build-to-rent, and single-family rental operations. Decisions on staffing, capex, and budgets run through a Regional and Senior VP layer, with regular coordination with HR and ownership reporting teams.
The Colorado Springs and Denver markets have seen significant affordable housing pressure in recent years, with tax credit developments becoming a more prominent part of the housing stock as rents have climbed across both metros.
