Regional Manager, Affordable Housing

About the role
The Regional Manager, Affordable Housing oversees the entire operations of a housing community portfolio, managing all phases including personnel, leasing, maintenance, financial, administration, and risk management. As an offsite leader, you will ensure compliance with company policies, safety and fair housing guidelines, and liability concerns.
Responsibilities
- Affordable Housing
- Ensure compliance with all Equal Housing Opportunity/Affirmative Fair Housing laws.
- Ensure proper LIHTC and/or Section 8 policies and procedures are followed.
- Monitor LIHTC Application and Annual Recertification processes.
- Regulatory Compliance
- Ensure compliance with regulatory and funding requirements, contracts, and reporting.
- Conduct file reviews, physical inspections, and interact with regulatory agencies.
- Conduct semi-annual inspections as required.
- Personnel Management
- Screen, hire, train, coach, and develop on-site staff using consistent techniques and company directives.
- Ensure staff effectiveness through ongoing training, coaching, and guidance.
- Address performance problems with documentation, communication with supervisors/HR, and termination when necessary.
- Prepare and sign off on salary increase requests for Community Managers and other team members.
- Ensure all counseling statements, evaluations, and salary requests are reviewed and delivered to HR.
- Approve timesheets, ensuring accuracy in hours, vacation, sick time, and signatures.
- Promote harmony and quality job performance through support and effective leadership.
- Ensure staff compliance with company policies and procedures.
- Financial Management
- Achieve the highest possible net operating income through cost control and revenue/leasing improvements.
- Develop yearly operating budgets/forecasts.
- Provide monthly written evaluations of income and expense line items significantly over budget.
- Provide capital improvement suggestions for the future of the site.
- Monitor proposals and contracts for large projects and check work in progress.
- Ensure timely receipt and reconciliation of deposits, rent collections, and charges.
- Monitor, approve, and code vendor invoices for timely processing.
- Ensure property closeout is completed on time and ownership financial reports are accurate.
- Strategic Leasing Management
- Develop yearly marketing plans and utilize marketing strategies and systems.
- Provide marketing strategies to generate rentals or rent increases.
- Ensure effective staff leasing techniques, follow-up procedures, lease signing/documentation, and reporting.
- Address resident complaints, concerns, and requests to ensure satisfaction.
- Develop and implement resident retention programs (e.g., resident functions, promotions, newsletters).
- Effectively show, lease, and move in prospective residents.
- Administrative & Maintenance Management
- Ensure all administrative and leasing reporting is accurate, complete, and submitted on time.
- Assist with emergency response for the property, ensuring proper handling within company guidelines.
- Manage excellent customer service and monitor service request turnaround and maintenance responsiveness.
- Maintain property appearance and ensure timely completion of repairs through regular inspections.
- Plan and utilize property resources, equipment, and supplies economically (e.g., obtaining bids, dealing with vendors).
- Direct and monitor maintenance, construction, and rehabilitation activities for quality and expediency.
- Travel
This position entails travel, estimated at 25-50% of work time annually, for property visits, conferences, training sessions, or other business-related activities.
Requirements
- Affordable housing experience, including LIHTC.
- Prior experience as a Regional Manager.
- High School Diploma or equivalent; Bachelor’s degree preferred or four years of experience in the housing industry.
- Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.
- Ability to understand and perform all on-site software functions; basic computer skills required.
- Basic knowledge of Fair Housing Laws and OSHA requirements.
Pay
For individuals hired to work in Colorado, the compensation range for this role is $110,000 - $140,000 USD, depending on experience and qualifications.
