About the Role
In this position, you will provide HR leadership and contribute to the advancement of the Department of Corrections’ (DOC) mission and objectives by performing a variety of advanced professional personnel management functions and services. The role provides HR consultation in support of a Regional Human Resources Director to administer the functional responsibilities of the department. You will serve as a business partner with executive management, directors, supervisors, managers, outside agency partners, and labor union representatives.
Responsibilities
- Consult, advise, and recommend solutions to employees and management on a range of employee relations matters, including:
- Performance management
- Labor relations
- Bargaining unit contract, legal, and policy compliance
- Conducting investigations and responding to grievances
- Developing and leading HR trainings
This position is eligible for up to a 50% hybrid telework arrangement. Additional onsite attendance may be required for team meetings or as requested by management to meet business needs.
Requirements
- Three (3) years of human resources experience demonstrating expertise and skill in labor relations and consultation, including several of the following areas:
- Contract/pay plan interpretation
- Grievance administration
- Performance management
- Conducting employment investigations
- Developing/conducting training
- Policy development/revision
- A bachelor’s or advanced degree in Human Resources or a related field (e.g., Business Administration, Public Administration, Psychology, Organizational Behavior) may substitute for one year of the required experience.
Qualifications
- Familiarity with the collective bargaining process, contract interpretation, and administration.
- In-depth knowledge of compensation systems, performance management, FMLA, and leave management.
- Thorough knowledge of federal and state employment laws, including:
- Minnesota Public Employment Labor Relations Act
- Family Medical Leave Act (FMLA)
- Americans with Disabilities Act (ADA)
- Minnesota Data Practices Act
- State labor agreements and plans
- State and agency policies
- Public Employment Labor Relations Law
- Labor relations processes per Minnesota Management and Budget and the Bureau of Mediation Services
- Personnel Rules, MN 43.08, Administrative Procedures
- Skill in negotiation practices, conducting investigations, and representing the employer in grievance and arbitration hearings.
- Analytical and problem-solving skills to evaluate complex information and provide guidance on HR issues.
- Human relations and communication skills to create business partnerships, mediate disputes, and persuade others.
- Advanced writing skills to organize ideas, conceptualize problems, and draft narrative reports.
- Ability to create and nurture a performance-based culture supporting organizational goals.
- Discretion and sound judgment in handling sensitive, confidential, and controversial processes.
Preferred Qualifications
- Bachelor’s or advanced degree in Human Resources or a related field (e.g., Business Administration, Public Administration, Psychology, Organizational Behavior).
- Experience providing lead work direction and guidance to other HR professionals.
- Knowledge of Minnesota Department of Corrections' operations and HR policies.
- Experience working in a unionized environment.
- Human resources experience in a 24-hour operations organization.
- Experience working within a State of Minnesota agency.
Physical Requirements
- The selected finalist must review and sign a Physical Demands Analysis (PDA) for this position.
- Tuberculosis screening is required prior to hire.
Additional Requirements
- The selection process may include screening for criminal history, predatory offender registration, offender associations, and other background checks in accordance with Department of Corrections policy.
- Top candidate(s) must pass a criminal history check, including successful completion of all sentencing and restitution requirements.
- Employment history, reference checks, and review of job performance and discipline records may be conducted.
- New employees will be fingerprinted within the first 30 days of employment.
- The Minnesota Department of Corrections does not sponsor work visas, including F-1 STEM OPT extensions. Applicants must be legally authorized to work in the United States.
Pay
$35.30 - $52.35 / hourly
$73,706 - $109,306 / annually

Day Shift
Monday - Friday, 8:00 AM - 4:30 PM
