About the Role

This position is responsible for developing a program model centered around the Early Learning Outcomes Framework and Parent Family Community Engagement Framework. The role focuses on advancing the emotional, social, physical, and cognitive development of infants, toddlers, and preschool children while promoting parental engagement to prepare children for kindergarten.

Responsibilities

  • Oversee regional performance of the Head Start program, including Program Quality and Outcomes, Programmatic Content, Safety and Security of Children, Parental Education, Budgeting and Financial Oversight, and Compliance.
  • Ensure the implementation of a regional multi-center-based operation, utilizing problem-solving techniques to maintain effective and efficient compliance with federal, state, local, and agency regulations.
  • Manage and supervise regional program staff, ensuring evaluations through annual performance reviews.
  • Develop and implement a career ladder for regional and center personnel, maximizing resources for its execution.
  • Conduct regular meetings (weekly, bi-weekly, or monthly) with regional and center staff as part of the communication system.
  • Direct coordination and development of local and state linkages, including agreements with state agencies, health departments, social services, school districts, and migrant health services to improve resources for parents and children.
  • Review program operations for effectiveness and conduct short- and long-range planning to develop initiatives and seamless systems for interagency coordination.
  • Identify new resources to enhance the program’s mission.
  • Prepare regional budgets and grant proposals, ensuring compliance with fiscal, programmatic, and administrative requirements.
  • Review monthly financial and statistical reports to assess budget status and resolve issues proactively.
  • Collaborate with program staff, policy groups, and community leaders to develop integrated child development work plans, budgets, facility policies, and enrollment procedures in compliance with applicable guidelines.
  • Develop plans to ensure regional compliance with non-federal share match requirements and strategies to increase the program’s accumulated non-federal share.
  • Establish a regional record-keeping and reporting system, including electronic data collection and analysis for program reports, community assessments, and statistical data on children and families.
  • Fully implement a Family Database System, including CHILDPLUS Reporting, to capture necessary information for end-of-year reports.
  • Stay informed about national, regional, and state issues and resources related to early childhood development and disseminate this information to leadership, policy groups, parents, and staff.
  • Ensure the implementation of an electronic property management system for regional program inventories, including capital equipment, compliant with procurement and disposal procedures (2 CFR 200 and Part 75).
  • Attend staff meetings, seminars, conferences, and workshops to promote staff development.
  • Perform other duties as assigned to meet agency goals and objectives.

Qualifications

  • Bachelor’s degree in Public Administration, Business Management, or a related administrative field. Master’s degree preferred.
  • Three years of experience in a management and/or supervisory position.
  • Knowledge of federal, state, and locally funded programs.
  • Understanding of low-income family needs, demonstrated through experience.
  • Ability to work effectively with children and families.
  • Bilingual (English and Spanish) in verbal and written form preferred.
  • Ability to work irregular hours and travel as required.
  • Valid driver’s license and adequate vehicle insurance.
  • Experience in Migrant and Seasonal Head Start Programs preferred.

Work Environment

  • Frequently required to stand, walk, sit, and bend.
  • Occasionally required to lift and/or move up to 20 lbs.
  • Occasionally required to drive.
  • Frequently exposed to moderate temperatures in a controlled environment.
  • Noise level is usually quiet to moderate.

  • Phones, computer systems, fax machines, copy machines, laminators, and calculators.
  • First aid equipment and fire extinguishers.
