Regional Construction Engineer (Transportation Engineer Manager II)

About the role

This position serves as a Regional Construction Engineer (RCE) in the Office of Construction (OOC), representing the Administrator, Deputy Administrator/Chief Engineer for Operations, and Director of OOC in the management of the Highway Construction Program. The RCE ensures quality and uniform construction projects statewide through Quality Assurance/Quality Control (QA/QC) methods and compliance with federally mandated programs. Responsibilities span from the planning phase through design and construction, maintaining proficiency in state-of-the-art construction practices and mentoring field inspection staff.

Due to program increases, reduced staffing, and limited construction experience, this role demands greater direct project involvement and interaction with field staff, increasing time spent on projects.

Responsibilities

• Manage the Highway Construction Program as the senior field engineer for OOC.
• Ensure specification compliance on construction projects and adherence to federally mandated requirements.
• Oversee QA/QC methods to maintain uniform construction quality statewide.
• Engage in projects from planning through construction, providing guidance to field inspection staff.
• Maintain working knowledge of state-of-the-art construction practices and alternative methods.
• Mentor and train field staff to improve project delivery and construction quality.
• Collaborate across departments to foster working relationships and continuous improvement.

Requirements

• Bachelor’s degree in engineering from an accredited college or university.
• Eight (8) years of professional engineering experience, including one (1) year of supervisory or consultant management experience.
• Four (4) years of experience as an on-site project manager on road or bridge construction projects or as a project coordinator for multiple concurrent projects (selective qualification).
• Valid motor vehicle operator’s license in the state of Maryland.
• Willingness to accept statewide assignments and work shift work, overtime, or weekends as necessary.

Preferred Qualifications

• Extensive knowledge and experience in highway and bridge inspection practices.
• Working knowledge of construction inspection procedures, including grading, drainage, structures, paving, utilities, landscaping, traffic, materials, and surveying.
• Ability to read and interpret plans and specifications and make effective decisions.
• Aptitude for learning new processes and improving project delivery.
• Commitment to mentoring field staff and fostering collaborative working relationships.

Notes

• Additional professional engineering experience or technical engineering experience at the journey level may substitute year-for-year for the required education.
• A master’s degree in engineering may substitute for one year of non-supervisory experience.
• Professional Engineers registered in Maryland or a state with comparable requirements meet the education requirements.
