Regional Code Enforcement Officer-Kennebec County

Kennebec Valley Council of Governments (KVCOG) is seeking a Regional Code Enforcement Officer to service Kennebec County municipalities. This position involves enforcing local, state, and federal laws and codes related to public health, welfare, and land use.

About the role

This is a full-time, exempt position with a standard workweek of forty hours, primarily Monday through Friday. Considerable time will be spent in the field, with additional availability required for meetings.

Responsibilities

• Conduct the permitting process, including permit review, initial site inspections, and permit issuance.
• Perform inspections (septic, plumbing, electrical) through to issuance of occupancy certificates.
• Consult with KVCOG staff, town leaders, and other stakeholders on immediate and long-term concerns.
• Respond to citizen inquiries and complaints related to septic, zoning, plumbing, electrical, shorelands, wetlands, and other health and safety matters; investigate and initiate enforcement action as needed.
• Provide written findings, advice, and information to the Zoning Board of Appeals; attend all Zoning Board of Appeals meetings.
• Advise and attend meetings of the Planning Board, Town staff, and other boards/committees as requested.
• Serve as local plumbing inspector and code enforcement officer.
• Utilize equipment such as measuring and surveying tools, cameras, and electrical testing equipment.
• Review and process various reports, documents, and forms, including building plans, site plans, permit applications, and utility forms.
• Maintain, prepare, and publish reports of building and permitting activity.
• Maintain clear and organized digital and paper records of decisions, permit applications, and violations.

Physical Requirements

• Operate equipment including automated office machines, measuring tools, cameras, and electrical testing equipment.
• Move or carry job-related objects or materials.
• Reach to obtain books, printouts, file boxes, and other materials.
• Perform light physical work, including negotiating sites, climbing ladders, and construction staging.
• Lift up to 25 pounds.
• Work outdoors in temperature extremes and in environments with noise, dust, fumes, and exposure to heights (ladders, scaffolding, etc.).

Requirements

• State of Maine certifications in legal issues and enforcement techniques, shoreland zoning, zoning and land use, internal plumbing, external plumbing, and building standards (must maintain certifications throughout employment). More details on required certification.
• Minimum of three years’ experience as a code enforcement officer, inspector, or related experience; or a background in construction with a strong interest in public service and professional development.
• Excellent verbal and written communication skills.
• Ability to interact professionally with staff, the public, and elected officials.
• Ability to understand and apply mathematical formulas, professional/technical documentation, regulations, and maps.
• Produce accurate and complete reports.
• Valid driver’s license and reliable vehicle (federal mileage reimbursement provided).

Pay

$30.00 - $32.00 per hour, depending on experience.
