The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Recruiter - Outreach Specialist. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Responsibilities

  • Serve as Senior Subject Matter Expert (SME) for all recruitments for the division, including expert knowledge of healthcare recruitment strategies.
  • Exercise independent judgment in the coordination and administration of all aspects of recruitment to ensure compliance with DES policies and federal and state regulations.
  • Establish complex recruiting requirements by studying organizational plans, classifications, and collaborate with hiring managers to execute staffing plans and activities to hire qualified individuals.
  • Complete full cycle recruitments, including reviewing resumes, scheduling interviews, collaborating with Hiring Managers on interview questions and access Personas, conducting salary analysis, and completing background and reference checks.
  • Drive to various locations and sourcing sites to conduct weekly presentations (virtual and in-person) to develop awareness and strengthen community partnerships with community colleges, trade schools, universities, relevant social organizations, and community businesses.
  • Conduct in-depth analysis of the job market to build talent pipelines through deepening community and academic institution relationships by participating in job fairs, developing promotional material, and social media tools.
  • Identify proactive sourcing strategies through utilization of Internet job boards, networking, resume mining, social networking, cold calling, niche job boards, and healthcare specialty boards to attract candidates.
  • Conduct DDD-specific Hiring Events, including sourcing, site set-up, scheduling, application assistance, and tracking metrics.
  • Develop and update sourcing and awareness presentations.
  • Handle external postings for critical positions, including collaborating with Business Operations for approvals.
  • Design tools to track candidates and metrics to track the effectiveness of the sourcing program.
  • Collaborate with analysts to drive candidates to appropriate job postings based on their skills and interests.
  • Act in partnership and support of colleagues across the company with a focus on supporting the overall HR organization strategy.
  • Act as a company representative at community events.
  • Set priorities and maintain professional demeanor, organization, and accuracy in a fast-paced work environment.
  • Monitor, track, and follow up on action items.
  • Develop written materials and presentations.
  • Interact with a wide variety of educational and community organizations.
  • Maintain confidentiality.
  • Perform complex research, collection, analyzing data, and report information.

Requirements

  • Bachelor's Degree in Human Resources or closely related field and two (2) years experience as an Intermediate Human Resources Analyst OR five (5) years of equivalent experience at a human resources intermediate level.
  • Advanced knowledge of the principles, practices, and techniques of recruitment and sourcing.
  • Knowledge of job analysis and evaluation, research and job interviewing methods, and reporting techniques associated with job analysis.
  • Knowledge of ADOA and DES rules, policies, and procedures related to work assignment, ADOA salary structure, and ADOA classification/compensation guidelines.
  • Proficiency in computer programs such as Google Mail, Google Docs, Google Forms, Internet Explorer, etc.
  • Understanding of various employment laws and practices, and operational/programmatic structures.

Pre-Employment Requirements

  • If driving is required, must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks.
  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Pay

$56,000.00 - $65,000.00
