Recreation Specialist (Auto Skills Center)

This position is located in the Auto Skills Center Department, a branch of the Community Recreation Division within the Morale, Welfare and Recreation (MWR) Department at Commander, Navy Installations Command (CNIC) on NAS Corpus Christi.

Responsibilities

• Plan, promote, and implement a variety of MWR or Community Recreation programs and activities within the Auto Skills Center Department.
• Use creativity to develop well-rounded Community Recreation programs utilizing numerous MWR facilities, in accordance with CNIC-approved program standards.
• Develop, manage, maintain, and administer a diverse Auto Skills Center program, including planning, business plan execution, and compliance with local, regional, and DoD policies and regulations.
• Exercise independent judgment in adapting guidelines, developing plans, and proposing solutions for specific situations.
• Promote MWR facilities and events through staff and student indoctrination and large group functions.
• Perform administrative duties, including after-action reports, data collection, and database administration to track patron usage and responses.
• Analyze projects and programs considering operating budget, staffing, trends, command mission, and changing population.
• Provide onsite project oversight, ensuring approved plans are implemented and notifying leadership of any issues.
• Use metrics and financial data to recommend program modifications.
• Ensure facility and activities meet fire, safety, security, and sanitation guidelines.
• Lead check-in/check-out of materials, collect fees using a point-of-sale (POS) system, and reconcile daily sales transactions via Daily Activity Report (DAR).
• Perform inventory of equipment, retail items, supplies, and other items of cash value.
• Provide customer service, manage merchandise requisitioning, maintain stock levels, and oversee entertainment and promotion schedules.
• Recommend personnel actions, including recruitment, evaluation, counseling, employee development, and termination (less than 20% of duties).
• Inspect equipment for damage and recommend replacements as needed.
• Perform other assigned duties.

Requirements

• Must meet Federal Employment suitability requirements and successfully complete a background investigation, including fingerprint identification.
• Must pass the E-Verify employment verification check; discrepancies must be resolved as a condition of employment.
• Must complete Personal Identity Verification (PIV) using two forms of identification from Form I-9.
• May be required to pass pre-employment examinations.
• A valid State driver’s license is required to operate motor vehicles.
• Salary must be sent via Direct Deposit/Electronic Funds Transfer.
• Selective Service Registration is required for males born after 12/31/1959.
• Position is non-critical, sensitive, requiring access to IT II systems and/or PII; an Access National Agency Check Investigation (ANACI) via SF 86 is required.
• Required to submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually.
• For positions requiring travel more than twice per year, must obtain and maintain a Government-issued Travel Card.

Qualifications

• At least three (3) years of specialized experience in planning, organizing, coordinating, or evaluating community, industrial, outdoor, institutional, or other recreation programs. Education may substitute for experience.
• General knowledge of Auto Skills is highly desired; experience must be clearly listed in the resume.
• Combination of experience in customer service and/or activity-based programming.
• Ability to work independently, make sound decisions, and communicate effectively both orally and in writing.
• Knowledge of goals, principles, techniques, and methods for organizing, planning, and conducting activities for varying demographics, ages, and interests.
• Ability to create, negotiate, implement, and sustain partnerships via MWR agreements.
• Ability to maintain a clear and accurate database.
• Ability to represent the department and speak in front of small and large groups.
• Knowledge of recreational and entertainment events.

Education

Applicants may qualify based on education, experience, or a combination of both:

• A bachelor’s degree in Recreation, Marketing, Business, or a closely related field.
• At least three years of relatable work experience as described in qualifications.
• A combination of education and experience.
