Recreation Aide/Assistant (Lifeguard)

This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander Navy Installations Command (CNIC); NCBC Gulfport.

About the role

The incumbent provides lifeguard duties, safeguarding the lives of persons at the assigned work area, and assists with aquatic training, education, and general support at the installation.

Responsibilities

NF-0189-01 Level

• Subject to closer supervision with significantly more instruction, training, and guidance for assignments.
• Work is closely checked for satisfactory fulfillment of instructions.
• Limited latitude to make independent decisions; strict adherence to guidelines required.
• Upon successful completion of all requirements, may be non-competitively promoted to the NF-02 level.

NF-0189-02 Level

Pool and/or Waterfront Lifeguard duties comprise 60% of incumbent's time and include but are not limited to:

• Performs all pool and/or waterfront lifeguard responsibilities (e.g., supervising swimmers/patrons, monitoring natural water activities, applying first aid, enforcing safety rules, reporting safety hazards, performing water rescues).
• Observes conditions of the area to ensure a safe environment; removes hazardous materials when necessary.
• Performs rescue work, renders cardiopulmonary resuscitation (CPR) or emergency first aid, and calls for medical assistance as needed.
• Conducts and documents pool chemical testing results; checks chlorine and pH levels; notifies supervisor of chemical imbalances and adjusts chemicals as directed.

General duties comprise 40% of incumbent's time and include but are not limited to:

• Administers aquatic assessment testing and certification in accordance with Department of Defense (DoD), Department of the Navy (DON), and CNIC policy.
• Provides introductory equipment orientations as needed.
• Checks identification cards for authorized patrons and collects usage fees if applicable.
• Serves as the primary liaison between the activity, security, medical departments, and Aquatics Coordinator during emergencies.
• Performs cleaning duties and routine facility maintenance as assigned.
• Uses and maintains emergency equipment (e.g., specialized kits, backboards, suction devices, splints, stretchers).
• Enforces applicable policies and procedures of Morale, Welfare, and Recreation (MWR) regarding aquatic facilities and waterfront operations.
• Prepares accident/incident reports during emergencies and notifies management immediately.
• Works with hazardous materials.
• Performs other duties as assigned.

Requirements

• Must meet Federal Employment suitability requirements and successfully complete a background investigation.
• Must successfully pass the E-verify employment verification check.
• Must go through Personal Identity Verification (PIV) requiring two forms of identification from the Form I-9.
• May be required to pass pre-employment examinations.
• A valid State driver's license is required to operate motor vehicles.
• Must have salary sent to a financial institution of choice by Direct Deposit/Electronic Funds Transfer.
• Selective Service Registration is required for males born after 12/31/1959.
• Must be able to work varied schedules including nights, weekends, and holidays.
• Must be able to work with hazardous and biohazardous materials (e.g., cleaning agents, pool chemicals, blood).
• Must be able to pass an initial and recurrent physical agility test.
• Must possess and maintain the following certifications:
  • Lifeguard Training Certification in accordance with CNICINST 1710.3.
  • CPR for the Professional Rescuer and Healthcare Providers.
  • First Aid to include AED Certification.
  • Blood Borne Pathogens.
• Must be able to complete an ocean run-swim-run event (1/4 mile run, 500-meter swim, 1/4 mile run) (Waterfront Only).
• Must be able to complete a 500-meter swim in less than 10 minutes in a controlled environment (Waterfront Only).

Qualifications

Resumes must include information demonstrating experience and knowledge, skills, and abilities (KSAs) as they relate to this position.

• Recreation Aide NF-0189-01 does not have a minimum length of experience requirement.
• Recreation Assistant NF-0189-02 requires at least 12 months of experience performing the duties of a lifeguard.
• Must possess and maintain required certifications (Lifeguard Training, CPR, First Aid including AED, Blood Borne Pathogens).
• Knowledge of pool and waterfront safety rules.
• Knowledge of DoD, DON, and CNIC policies and procedures governing aquatic assessment testing and certifications.
• Knowledge of applicable MWR policies and procedures regarding aquatic facilities and waterfront operations.
• Knowledge of cash handling procedures.
• Ability to identify hazards or hazardous situations and a patron's need for assistance immediately.
• Ability to tactfully enforce water safety, facility rules, and regulations.
• Ability to conduct routine safety inspections of the facility and pool area.
• Knowledge of and ability to conduct pool chemical testing, document results, and adjust chemical imbalances as directed.
• Skilled in surf lifesaving techniques and radio communications for safe and efficient rescue operations.
• Ability to exercise control over a large group of people.
• Ability to communicate effectively both orally and in writing.
