Reconciliations Supervisor

About the Role
The NYC Department of Finance (DOF) administers the city's tax revenue laws fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Treasury and Payment Services Division oversees all City payment websites, payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts. It also manages the City’s cash balances and relationships with banking institutions.
The Treasury Division manages City cash flows of over $135 billion annually, funds approximately $35 billion of City payrolls and over $77 billion of annual vendor payments, secures and manages collateral for over 4,450 City bank account balances, maintains relationships with 29 City-designated banks, serves as the fiduciary of approximately $195 million in court funds, and provides administrative support to the New York City Banking Commission.
The Reconciliations Unit consolidates DOF's reconciliation activities previously spread across multiple divisions. The unit is responsible for reconciling most of DOF's bank accounts with FMS, vendor payment systems, and agency source systems.
Responsibilities
- Serve as the deputy lead for DOF’s centralized reconciliation function; oversee daily operations, ensure the accuracy and integrity of City revenue recording, and strengthen internal controls across DOF’s payment, banking, and financial management systems.
- Manage a team responsible for reconciling bank accounts with FMS3, vendor systems, and agency source systems, and serve as a key liaison to internal and external partners.
- Supervise multiple Reconciliation Specialists; set priorities, manage workload distribution, and ensure timely completion of reconciliations.
- Actively participate in complex reconciliations, exception research, and issue resolution; model a hands-on leadership style.
- Oversee daily/weekly/monthly reconciliations across a portfolio of complex bank accounts; ensure accuracy, completeness, and compliance with Comptroller directives.
- Demonstrate mastery of MS Office (Excel, Access, Word, PowerPoint, Visio); produce dashboards, workflows, presentations, and analytical reports.
- Guide staff through exception research, vendor/bank escalations, and root cause analysis.
- Prepare management reports for DOF senior leadership, Comptroller’s Office, OMB, and Treasury leadership.
- Serve as liaison between DOF divisions, City agencies, banks, payment vendors, and technology partners.
- Lead unit participation in year-end closing activities, ensuring compliance with Comptroller’s Directives.
- Identify opportunities for automation, standardization, and workflow optimization; support system integration initiatives.
- Coach staff with varying technical aptitudes; develop training materials and Standard Operating Procedures (SOP).
Requirements
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following:
- Working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research.
- Management or methods analysis, operations research, organizational research, or program evaluation.
- Personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
- 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity, including supervising staff performing professional work in the areas described above.
OR
A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
Preferred Skills
- Prior public sector financial management experience, especially within NYC government, with a strong background in accounting, particularly in performing complex revenue and bank reconciliations.
- Strong verbal and written communication skills.
- Highly analytic and detail-oriented with an inquisitive and investigative attitude and excellent interpretive skills.
- Meticulous, organized, and responsive.
- Experience with FMS3 or comparable general ledger system, InfoAdvantage reporting, and automated reconciliation tools.
- Experience managing high-volume, multi-system reconciliation environments.
- Demonstrated success in process redesign, automation, or system integration initiatives.
- Proficiency with MS Office Suite (Excel, Outlook, Teams, SharePoint, PowerPoint, OneNote, OneDrive, Visio).
- High proficiency with Excel, including advanced formulas such as SUMIFS, COUNTIFS, VLOOKUP, INDEX/MATCH, and statistical functions for analysis.
- Effective people skills, including the ability to communicate clearly, build relationships, and influence others positively while working with employees at all levels.
- Patient and flexible personality to successfully interact with varying aptitudes and dispositions of all staff.
