About the role
The incumbent will conduct complex negotiations to acquire real property rights, including fees, easements, and leases, to support civil works missions. They will also mentor staff, provide expert guidance on real estate practices, and ensure work complies with agency policies and regulations.
Responsibilities
- Gathering property data and/or writing basic reports
- Reviewing property titles and deeds
- Explaining standard real estate processes to stakeholders
- Visiting properties to inspect land conditions, check boundaries, and/or look for any potential issues
- Handling complex land negotiations with private owners, corporations, and government officials
- Analyzing property appraisals and preparing detailed planning reports for high-priority civil works projects
- Ensuring full compliance with federal laws, including relocation assistance and real property acquisition rules
- Guiding junior staff members and coordinating with legal teams to clear up difficult property title issues
Requirements
- Conditions of employment: Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Travel: Up to 10% of the time.
Qualifications
- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management.
- Experience: One year of specialized experience which includes: 1) Gathering property data and/or writing basic reports; 2) Reviewing property titles and deeds; 3) Explaining standard real estate processes to stakeholders; 4) Visiting properties to inspect land conditions, check boundaries, and/or look for any potential issues.
