Key Responsibilities

  • Maintenance of an up-to-date measure of the value of work done
  • Production of monthly valuations/claims
  • Validation, agreement, and signing off on final accounts with PQS and Sub-contractors
  • Measurement of extra works and Value Over Statements (VO’s)
  • Preparation and updating of final measures
  • Management of monthly payments according to due date
  • Overseeing cash expenditure in respect of the contract
  • Appropriately managing the budget including maintaining an accurate and up-to-date cash flow forecast
  • Claiming interest on late payments
  • Ensuring appropriate systems and controls of contract documents are in place and implemented
  • Ensuring contractual and commercial correctness including:
    • Reviewing contract documentation and briefing subordinates and relevant parties
    • Liaising with the Construction Manager regarding contractual requirements and ensuring full compliance
    • Liaising with the Construction Manager regarding the optimal commercial strategy for the contract
    • Preparation of pre-construction documentation and follow-up on signing of main contract documentation
    • Overseeing, coordinating, and consolidating the submission and processing of claims
    • Ensuring conclusion of all contract documentation (e.g., performance and payment guarantees, insurance, etc.)
    • Identifying and submitting insurance claims
    • Identifying and formulating contractual claims in conjunction with the Construction Manager and Commercial Manager
    • Ensuring accurate and timely contract costing, reports, and budgets are prepared and include:
      • Monthly cost reports incorporating reconciliations of cost sheets, plant costs, and late costs
      • Waste control records and materials registers on concrete and bulk materials
      • Updated budgets and forecasts
      • Ensuring subordinate staff maintain an accurate and up-to-date asset register and small tool register
      • Ensuring effective and efficient management of contract payments including:
        • Timely measurement and processing of sub-contractor payments
        • Timely measurement and processing of labour-only sub-contractor and supplier payments
        • In conjunction with the Construction Manager, validating and approving creditor and supplier invoices and payments
        • Ensuring timely, efficient, and effective contract administration is undertaken including:
          • Maintaining, collecting, recording, and filing of site records, instructions, and correspondence
          • Evaluation of suppliers and sub-contractors as preferred suppliers and sub-contractors against the approved suppliers lists
          • Evaluation and selection of additional suppliers and sub-contractors to be included on the approved suppliers lists
          • Approving bulk orders in liaison with Construction Manager
          • Approving sub-contract and labour-only sub-contract orders in liaison with Commercial Manager
          • Ensuring placement of timely and contractually correct orders
    • Reviewing data to determine material and labor requirements and preparing an itemized list
    • Calling for tenders and/or quotations and assisting the buying department
    • Preparing estimates for selecting sub-contractors and determining cost effectiveness

    Qualifications and Experience / Minimum Requirements

    • BSc Quantity Surveying (QS) or NDip Quantity Surveying (QS) or NDip Building Construction or any relevant qualification
    • Professional Quantity Surveyor (Pr. QS), professionally registered
    • Minimum 10 - 15 years related experience working within a PQS or consulting firm or engineering environment
    • Knowledge in WinQS, DimX, Bill and CCS
    • Knowledge in JBCC, GCC
    • Knowledge on FIDIC and NEC3 will be advantageous
    • Valid Driver’s License is essential
