About the Role

The Quantitative Research & Evaluation Manager will step into a high-visibility, intellectually rigorous leadership role designed to serve as the principal investigator and operational architect for high-stakes program evaluations. This position takes comprehensive ownership of sophisticated mixed-methods research designs, large-scale survey methodologies, and multi-dimensional portfolio analyses engineered to measure federal and corporate program effectiveness. Acting as the definitive primary liaison between client stakeholders and internal delivery teams, the Manager translates complex analytical findings into clear, narrative insights that directly influence macro-level public policy, optimize resource allocations, and drive structural program enhancements.

Responsibilities

• Orchestrate and govern complex, full-cycle evaluation projects, leading cross-functional internal teams and external technical consultants from initial scoping to final delivery
• Provide authoritative technical guidance on experimental research designs, advanced sampling methodologies, and quantitative/qualitative analysis frameworks
• Maintain clear, structured communication channels with federal clients and institutional stakeholders through formal reporting structures and operational briefings
• Author, implement, and manage detailed, baseline project management plans, dynamically optimizing resource allocation, critical paths, and scope parameters
• Enforce institutional quality control protocols across all data collection pipelines, multi-variate statistical modeling, and final research narratives
• Participate directly in hands-on data collection operations, applying advanced statistical methods to isolate, interpret, and validate research findings
• Manage multi-million-dollar project budgets, monitoring daily expenditures and resource burns to ensure perfect fiscal alignment
• Guarantee absolute compliance with federal regulations, Institutional Review Board (IRB) ethical standards, data-security laws, and contractual obligations
• Maintain exhaustive, audit-ready documentation detailing project histories, algorithmic methodologies, data dictionaries, and analytical results
• Diagnose operational friction points continuously to implement process improvements that enhance team velocity and data integrity
• Supervise, mentor, and elevate a high-performing team of analysts and researchers, managing daily task assignments, performance reviews, and professional training paths
• Execute auxiliary technical, analytical, and strategic duties as dictated by evolving client requirements and corporate initiatives

Qualifications

• Possession of a Bachelor's degree in the Social Sciences, Public Health, Data Science, Statistics, or Program Evaluation; a Master's degree or PhD in a highly quantitative discipline is strongly preferred
• A minimum of ten (10) years of progressive, professional experience specializing in scientific research, statistical analysis, or formal program evaluation frameworks
• At least two (2) years of dedicated, formal project management experience commanding complex research timelines, budgeting frameworks, and risk-mitigation strategies
• Advanced proficiency with enterprise-grade qualitative and quantitative statistical software platforms (such as SPSS, SAS, R, Stata, NVivo, or ATLAS.ti)
• Proven history of manipulating, cleaning, and analyzing large, unstructured datasets utilizing advanced multivariate statistical models
• Demonstrated track record of managing high-stakes client, federal stakeholder, and external research vendor relationships with exceptional diplomacy
• Intermediate to advanced administrative capability within the Microsoft Office suite, specifically utilizing Microsoft Teams and SharePoint for secure enterprise collaboration
• Elite written and verbal communication skills, showcasing a refined ability to translate dense statistical realities into highly compelling executive summaries

Pay and Compensation

• Target baseline compensation framework: Highly competitive annualized base salary structured between $102,413 and $117,774 USD per annum
• Onboarding salary placement within this market-calibrated band is determined dynamically based upon a comprehensive evaluation of the finalist's specialized statistical credentials, advanced degrees, and historical federal evaluation tenure
