Quality Control Manager (SPD-AF)

This position is contingent upon award and is remote with 20% travel. Teams will be based in Fresno, CA.

About the Role

The Quality Control (QC) Manager maintains the quality and reliability of products and services for recurring maintenance and minor repair of fuel facilities for the Department of Defense (DoD). The role involves establishing testing procedures to ensure mechanical, civil, and electrical repairs meet applicable codes, criteria, and regulations, as well as documenting test results.

Responsibilities

• Develop and implement a comprehensive quality control plan for maintenance and repair projects within the USACE RMMR program, including defining quality standards, establishing inspection and testing protocols, and ensuring compliance with applicable regulations and specifications.
• Provide leadership and oversight to project teams, contractors, and maintenance personnel regarding quality requirements, ensuring quality activities are carried out throughout all project phases.
• Conduct regular inspections and audits to verify compliance with quality standards and project specifications outlined in the performance work statement and appendices. Utilize the three phases of the quality control process (preparatory, initial, and follow-up inspections) to review maintenance plans, perform visual inspections, and oversee testing procedures.
• Identify and document non-conforming work or materials. Collaborate with project stakeholders to develop corrective actions and track their implementation. Verify the effectiveness of corrective actions and ensure timely resolution of quality issues.
• Maintain accurate and detailed records of all quality control activities, including inspection reports, daily quality reports, test results, non-conformance reports, and corrective action documentation. Prepare comprehensive reports for project stakeholders, regulatory agencies, and senior management.
• Drive continuous improvement initiatives by analyzing quality control data, identifying trends, and implementing corrective and preventive measures. Evaluate the effectiveness of quality control processes and recommend enhancements.
• Collaborate with project teams, contractors, and regulatory agencies to foster a culture of quality and compliance. Provide training and guidance to maintenance and repair personnel on quality control procedures, standards, and best practices.
• Stay updated with relevant codes, regulations, and industry standards related to quality control in repair and maintenance. Ensure compliance with applicable regulatory requirements, including environmental, safety, and health regulations.
• Mentor subordinate staff if supervisory responsibilities exist.

Requirements

• Graduate engineer or graduate of construction management with a minimum of 5 years’ experience in Operation and Maintenance of Fueling Facilities, or 10 years’ experience in Operation and Maintenance of Fueling Facilities.
• Strong knowledge of construction, maintenance, and repair methods, materials, and quality control standards. Familiarity with relevant codes, regulations, and industry standards pertaining to construction quality control.
• Current USACE EM 385-1-1 training or thorough demonstrated knowledge.
• Must be able to read, write, and speak English fluently.
• Ability to read, analyze, and interpret common scientific and technical journals, financial reports, contracts, and legal documents.
• Ability to respond to inquiries or complaints from customers, regulatory agencies, or members of the business community.
• Ability to effectively present information to top management, public groups, and/or boards of directors.
• Current Construction Quality Management for Contractors (CQM-C) certification issued by USACE/NAVFAC (required before start date). Certified Construction Quality Manager (CCQM), Certified Quality Auditor (CQA), or similar credentials are desirable.
• Proficient in MS Office and MS Project and/or other software programs applicable to the role. Knowledge and ability to work in USACE RMS required.
• Successful results of pre-employment screenings, including federal background check, MVR, and drug screen.
• Compliance with company drug and alcohol policy.
• Authorization to work in the U.S. or ability to obtain authorization by the start date.

Physical Demands

• Use of a computer while working at a desk in an office or cubicle setting.
• Ability to talk, hear, reach with hands and arms, lift up to 10 pounds, stand, sit, and walk.
• Ability to ascend and descend ladders, scaffolds, and stairs.
• Ability to respond quickly to sounds and dangerous situations.
• Must be able to wear personal protective gear for extended periods.
• Close and color vision, depth and peripheral vision, and ability to adjust focus.

Work Environment

• Moderate noise level typical of a business office with computers, printers, and light traffic.
• Field work at construction and client sites may expose the employee to outdoor weather conditions, electrical and mechanical parts.
• Required use of hard hats, steel-toed boots, and other appropriate safety equipment as needed.

Travel Requirements

• Occasional attendance at meetings and on-site events at designated locations, requiring reliable transportation and a current, valid driver’s license with proof of insurance.
• Travel frequency of up to 50% to domestic locations.
• Access to federal installations or other secure facilities may require security badges and the ability to obtain basic security clearances.

Pay

Expected salary: $75,000 – $85,000 per year.
