Responsibilities
- Administer the project Quality Control Plan and maintain complete and accurate quality records in the QCS database.
- Plan, conduct, and document preparatory, initial, and follow-up phases of control for each definable feature of work.
- Coverage, document, and lead follow-up, punch-list, pre-final, and final inspections to ensure all work meets contractual and quality requirements.
- Schedule and oversee independent testing laboratories, and maintain current testing and inspection plans for the project.
- Maintain and update quality control plan revisions, submittal status logs, testing documentation, and daily construction reports.
- Review and certify submittals for compliance with contract requirements, specifications, and design intent.
- Lead recurring quality control meetings, prepare agendas, and issue clear and accurate meeting minutes.
- Verify that all required personnel, including inspectors and testing staff, are present during installation, inspection, and testing activities.
- Identify nonconforming work, exercise stop-work authority when necessary, and ensure corrective actions are implemented and documented.
- Review drawings, specifications, general conditions, inspection results, and test data to verify compliance with project requirements.
- Support preconstruction planning activities and actively participate in progress, preconstruction, and pre-award meetings.
- Develop and maintain productive working relationships with clients, designers, subcontractors, vendors, and consultants.
- Enforce company safety requirements on site and stop work when observing or suspecting safety violations.
- Collaborate closely with the project team, including site safety, superintendent, project engineers, and administrative staff, to align quality control with overall project delivery.
Essential Skills
- Bachelor’s Degree in Civil Engineering, Construction Management, Mechanical Engineering, or a closely related field.
- Minimum of 5 years of relevant construction quality control experience, preferably on large infrastructure projects.
- Hands-on experience with U.S. Army Corps of Engineers, water management district, federal, state, and/or municipal construction projects.
- Direct experience in water/wastewater, pump station, lift station, and heavy civil construction environments.
- Experience with grading, drainage, paving, bridges, retaining walls, underground utilities, plumbing, electrical, and mechanical scopes of work.
- Strong leadership skills with the ability to direct quality control staff and influence project teams toward high-quality outcomes.
- Prominent decision-making and problem-solving abilities in a field construction setting.
- Excellent organization and time management skills, with the ability to manage multiple definable features of work and documentation requirements.
- Clear and professional written and verbal communication skills for reports, meetings, and stakeholder interactions.
- Ability to maintain discretion and confidentiality while building effective relationships with clients, subcontractors, and vendors.
- Working knowledge of Microsoft Excel and Word for reporting, tracking, and documentation.
- Experience using construction-related software such as e-Builder, eCMS, and/or RMS.
- Capability to read and interpret construction drawings, specifications, shop drawings, RFIs, and change orders.
- Experience managing submittals, shop drawings, RFIs, and change orders within a structured project controls environment.
- Demonstrated ability to collaborate effectively with multidisciplinary teams including quality control, safety, field supervision, and engineering.
- Track record of long-term commitment and growth within construction organizations, with an interest in promotion and internal advancement.
- Comfort working within large, multi-project programs such as regional restoration or water management initiatives.
Additional Skills & Qualifications
- Current Construction Quality Management for Contractors certification or equivalent CQC training, or the ability to obtain it soon after starting.
- Experience with earthwork and civil construction operations related to water management and restoration projects.
- Experience in construction management, project management, or project engineering on complex infrastructure projects.
- Familiarity with Autocad and Bluebeam for reviewing drawings, markups, and design changes.
- Experience managing submittals, shop drawings, RFIs, and change orders within a structured project controls environment.
- Demonstrated ability to collaborate effectively with multidisciplinary teams including quality control, safety, field supervision, and engineering.
- Track record of long-term commitment and growth within construction organizations, with an interest in promotion and internal advancement.
- Comfort working within large, multi-project programs such as regional restoration or water management initiatives.
