About the Role
Strategic Management Solutions, LLC (SMSI) is seeking a Quality Assurance/Quality Control Specialist (QA/QC) to provide civil supplier quality surveillance at assigned supplier facilities and job sites. The QA/QC Specialist ensures that projects receive effective surveillance inspection service and performs supplier surveys to assess organizational effectiveness.
Responsibilities
- Maintains direct working relationships with Project Management, Project and Field Engineering, Construction, Project Controls, and Procurement personnel to ensure mutual understanding and attainment of objectives.
- Maintains contacts with inspection agency representatives to ensure their service conforms to standards.
- Engages with supplier’s management personnel to resolve quality problems and recommends corrective actions to prevent recurrence.
- Performs supplier quality functions to ensure quality surveillance activities are planned, coordinated, and implemented effectively.
- Analyzes the effectiveness of established quality surveillance systems and techniques, making improvements as necessary.
- Takes direction from the Supplier Quality Manager and collaborates with project personnel to review project schedules, supplier hold points, witness points, and in-process surveillance.
- Reviews schedule revisions for impacts and participates in contingency planning.
- Works with project Supplier Quality, Quality Management, Procurement Representatives, Expediting, and Responsible Engineers.
- Monitors suppliers' operations to ensure materials and equipment conform to technical quality requirements.
- Ensures adherence to government property control provisions and implementation of related requirements with project personnel.
- Reviews Supplier Quality Assurance programs and reports issues to Project Supplier Quality.
- Exercises authority to require corrective action by suppliers for defective work and monitors performance at supplier facilities, submitting reports after each visit.
Requirements
- At least 5 years of method experience in quality assurance/quality control.
- Possesses or able to obtain Level II Supplier Quality/Inspection certifications for Civil knowledge.
- Extensive knowledge of ACI 117, ACI 318, ACI 349, ISO and/or ANSI, 10CFR50, and NQA-1 quality management requirements.
- Experience with surveillance and civil inspection techniques.
- Knowledge of policies, directives, management instructions, and procurement procedures.
- Understanding of interface relationships with Engineering, Construction, and Project Management.
- Training in Quality, Procurement, Engineering administration, process improvement, and legal aspects of procurement.
- Knowledge of major suppliers' equipment and materials used on projects.
- Multi-project experience performing surveillance and inspection activities.
- Knowledge of Federal Acquisition Regulations and applicable Agency Supplements.
- Understanding of Governmental Contracts and flow-down of applicable clauses and requirements.
- Experience in Government property control.
- Knowledge of applicable Government and commercial regulations and practices.
- Familiarity with Field Engineering and Construction activities, and Standard Work Process Procedures related to materials management.
Qualifications
High school diploma required.
Schedule
- Position duration: 4-6 months, with the possibility of continuation based on performance.
- Stationed at the customer’s location with potential day trips to supplier facilities.
- Travel is minimal and dependent on supplier locations.
