About the role

Moss’ PWA Compliance Liaison supports the execution of Inflation Reduction Act (IRA) Prevailing Wage and Apprenticeship (PWA) compliance at the project/site level. This role works closely with the IRA-PWA compliance team and project leadership to ensure site teams and trade partners understand and follow applicable federal labor compliance requirements.

Responsibilities

  • Support and help reinforce Moss’s IRA/PWA compliance processes during active project execution at assigned sites.
  • Serve as the primary field-facing liaison between project teams, trade partners, and the internal IRA-PWA team to support compliance visibility and issue resolution.
  • Coordinate with PMs, superintendents, and foremen to support implementation of site-level compliance workflows aligned with construction schedules.
  • Provide guidance and education to site teams and subcontractors on prevailing wage, apprenticeship, and related documentation requirements.
  • Assist in collecting, organizing, and maintaining site-level compliance documentation (e.g., certified payroll reporting support, apprenticeship documentation, labor hour/worker tracking, site records) to ensure audit readiness.
  • Monitor project health indicators related to IRA/PWA compliance, summarize observations, and communicate updates to internal stakeholders.
  • Support periodic site-level reviews/audits of compliance records; document findings and help drive corrective actions and follow-through.
  • Review site-level reporting inputs for completeness and accuracy prior to submission/finalization; escalate gaps, inconsistencies, or non-responsiveness.
  • Maintain professional communication with subcontractors and vendors to facilitate timely delivery of required reporting and certifications.
  • Travel to project locations as needed to support execution, training, and issue resolution.

Requirements

  • A High School Diploma or equivalent required.
  • Additional coursework or degree in business, construction, compliance, or a related field is a plus.
  • 2+ years of experience in program coordination, construction administration, labor compliance, project coordination, or regulatory documentation support preferred (site experience strongly preferred).
  • Familiarity with the Inflation Reduction Act (IRA), Davis-Bacon Act, prevailing wage requirements, apprenticeship compliance, and certified payroll reporting (CPR) is preferred.
  • Strong organizational skills, attention to detail, and ability to manage multiple stakeholders and deadlines in a field environment.
  • Effective written and verbal communication skills and comfort working with both internal teams and external trade partners.
  • Proficiency in Microsoft Excel, Word, and Outlook; experience with SharePoint, document management, or compliance tracking systems is a plus.
  • Willingness and ability to travel up to ~60% as needed to support project execution.
