Dewberry is seeking a full-time Pursuit/Proposal Manager to support our Federal Marketing team. This is a fully remote position, though the preferred candidate would be located in Fairfax, VA, with consideration for other locations such as Richmond, VA, Virginia Beach, VA, or the Raleigh, NC area.

About the role

The Pursuit/Proposal Manager develops proposals and statements of qualifications, prepares teams for shortlist interviews, and manages quality control of work produced by technical, proposal, and graphics staff from Dewberry and partner firms. This role works alongside marketers, graphic designers, communication professionals, and Federal Market client and project managers to deliver compliant, compelling marketing materials. The ideal candidate thrives in deadline-driven environments, demonstrates high attention to detail, and is a self-starter who can work both independently and collaboratively on multiple concurrent assignments.

Responsibilities

  • Manage the full life cycle of proposal preparation for technical proposals, RFIs, sources sought notices, qualification packages, and oral presentations/interviews.
  • Collaborate with Client Managers, Project Managers, and subject matter experts to determine pursuit strategies, craft sales messages, assemble teams, and develop proposal responses.
  • Manage multiple proposal efforts simultaneously across diverse markets and service offerings.
  • Maintain and develop capture plans for both prime and sub-pack pursuits, including document cataloging, deadline management, and meeting facilitation.
  • Lead proposal kick-offs, reviews, and portions of client management meetings as needed.
  • Coordinate pursuit teams from multiple office locations and service lines, with preference for experience in integrated, multi-service line proposals (Civil, Structural, Architecture, MEP, Technology, etc.).
  • Manage internal and external proposal data calls, including subcontractor outreach.
  • Ensure compliance with corporate standards for presentation graphics, proposals, resumes, and collateral materials.
  • Write supporting sales materials, including project descriptions, resumes, service line overviews, and executive summaries.
  • Support market research, competitor analysis, and client intelligence efforts.
  • Develop familiarity with company project experience and its relevance to pursuits.
  • Mentor junior marketing coordinators and assistants.
  • Perform QA/QC on proposals and marketing materials.
  • Maintain organized marketing materials, including CRM database updates and shared file accuracy.
  • Support internal and external marketing communications efforts.
  • Occasional travel to Dewberry’s Fairfax, VA headquarters and regional offices is required.

Requirements

  • B.A. or B.S. or equivalent experience in A/E/C marketing.
  • 10+ years of experience producing SF330 proposals and managing proposal efforts.
  • Exceptional written and oral communication skills.
  • Strong project management and organizational skills, with the ability to prioritize and meet concurrent deadlines.
  • Proficiency in MS Office Suite (Excel, Word, PowerPoint) and Adobe InDesign and Acrobat; experience with other Adobe Creative Cloud tools (Photoshop, Illustrator) is a plus.
  • Knowledge of database/CRM systems, such as Deltek Vision or Vantagepoint, is a plus.
  • Strong interpersonal and collaborative skills.
  • Availability to work overtime as needed to meet business requirements.

Pay

The projected salary range for this position is $95,000–$125,000 annually, based in the Fairfax, VA office. The range may vary slightly depending on skills, experience, location, and market conditions.
