Essential Duties And Responsibilities
- Overses working foreman to ensure the day-to-day operations of Public Works Operational Divisions.
- Supervises staff, including scheduling, conducting performance reviews, and administering discipline when necessary.
- Reviews and verifies timecards and manages leave and vacations of personnel, maintaining accurate personnel records.
- Affords assistance with recruitment and hiring for full-time, temporary, and seasonal Public Works employees.
- Affords assistance in developing bid specifications for new fleet.
- Affords assistance in developing, implementing, and reviewing long range goals and objectives, as established by the Village Board.
- Affords assistance in preparing, presenting, and recommending Public Works Operational Division budgets.
- Affords assistance in preparing and maintaining records of the Public Works Department activities.
- Oversees traffic control planning and operations for Green Bay Packer gamedays, Resch, and Expo Center events, run/walk events, and community special events.
- Affords assistance in coordinating operations during major incidents and events (such as accident cleanup, fire incident traffic control, storm cleanup, or presidential/dignitary visits).
- Oversees Village Compost Site operations and ensures WDNR compliance.
- Advances and promotes safety programs for Public Works personnel.
- Manages equipment and personnel for all winter maintenance related activities.
- Manages daily solid waste collection and disposal operations including monthly large item collection.
- Coincides with Public Safety in coordinating operations during major incidents and events (such as accident cleanup, fire incident traffic control, storm cleanup, or presidential/dignitary visits).
- Oversees the installation and maintenance of street and traffic signs, street painting, and parking/traffic/crosswalk markings.
- Directs and oversees the cleanliness and appearance of all Right of Ways within the Village.
- Meets regularly with lead mechanic to ensure smooth and timely repairs of Village’s fleet.
- Oversees and participates in the department’s on-call rotation and remains available for after- hours response as required.
- Investigates and resolves public complaints related to street repairs, traffic signage, and other public works activities.
Essential Knowledge, Skills, and Abilities
- Thorough knowledge and familiarity with standard principles and practices of Public Works and Street maintenance work and with all varieties of materials and equipment.
- Considerable knowledge of methods, procedures and equipment used in Public Works efforts and the proper utilization of labor and equipment for these purposes.
- Ability to plan and direct the work of others, working with other Village departments and municipal agencies.
- The Manual on Uniform Traffic Control Devices (MUTCD) traffic safety standards related to signing, striping, and signalization of Public Roadways.
- Ability to establish and maintain effective working relationships with employees, Village officials and the general public or any combination of qualifications, knowledge and abilities that yield the necessary qualities to perform the required job duties.
- Must establish permanent residence within fifteen (15) miles of the incorporated boundaries of the Village of Ashwaubenon within the first twelve (12) months after the date of employment.
Minimum Experience, Education, and Training
- An associate degree from an accredited college or university in Construction Management, Civil Engineering, Solid Waste Management, Water or Wastewater Management or related field.
- Bachelor’s degree preferred.
- Or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
- Public Works Supervisory Academy Certificate or equivalent training or obtain within twenty-four (24) months of hire.
- Minimum of seven years of related maintenance and operations experience.
- Minimum of five years of supervisory experience preferred.
- Valid, unencumbered State of Wisconsin Commercial Driver’s License or ability to obtain with 18 months.
- Basic computer skills and familiarity with office software (MS Office), GIS, and other technical programs relevant to public works operations.
