About the role

The Public Works Director oversees a broad range of administrative, engineering, and maintenance functions, including engineering, public utilities, sanitation, streets, stormwater, and environmental programs. Key responsibilities include leading department operations, preparing and managing budgets, overseeing contracts, and representing the department in meetings.

Responsibilities

  • Oversees engineering and utility operations, design, construction, project management, and installation, repair, and maintenance services.
  • Manages customer relations, budget preparation and management, personnel management, and oversight of major contracts.
  • Participates in executive leadership teams and collaborates with regional officials to ensure compliance with environmental and safety regulations.
  • Develops and implements short and long-term rate structures for municipal services, prepares emergency management plans, and negotiates contracts and agreements.
  • Directs project development and implementation, oversees contract development and administration, and establishes liaisons with other City departments and agencies.
  • Represents the department before City Council, advisory bodies, community groups, and external agencies, ensuring open and transparent communication on major initiatives.

Requirements

  • Education: Bachelor's degree in Engineering, Public Administration, Construction Management, or closely related field.
  • Experience: Ten (10) years of public works experience with a minimum of five (5) years at the management level.
  • Preferred: S.C. Professional Engineer Certification, Master’s in Business Administration (MBA), or Master’s in Public Administration (MPA).

Qualifications

  • Valid driver's license.
  • Strong understanding of local, state, and federal laws, codes, and regulations.
  • Operates and/or utilizes surveying equipment, computers, and various office equipment.
  • Physical ability to operate a manhole hook, shovel, drafting tools, Topcon level, Topcon theodolite, video equipment, and a variety of automated office equipment.
