About the role

This position is responsible for administrative and supervisory work involving planning, organizing, coordinating, controlling, and directing the operations and programs of the City’s Public Works Department.

Responsibilities

  • Plans, organizes, directs, reviews, and administers the operations and activities of the Public Works Department: Street Maintenance, Sanitation, and Fleet Maintenance Divisions.
  • Captures and responds to inquiries from the City Council, administration, citizens, citizen groups and other city departments to schedule work and provide status reports of current and future projects.
  • Attends and participates in City Council meetings; reports on research, special projects, and other relevant information.
  • Develops, prepares, justifies, presents, and supervises a departmental work plan, departmental budgets, capital improvements, and long-range financial planning.
  • Assists with preparation and maintenance of Powell Bill records and reports.
  • Manages time and leave records of Public Works employees.
  • Responds to citizens’ inquiries and complaints.

Requirements

  • Minimum Education and/or Experience: Associate degree in mechanical, civil, or environmental technology, public administration, or related field.
  • Four (4) years of management and administrator experience in public works or other related managerial experience.
  • Possession of a valid North Carolina driver’s license, or any valid driver’s license with ability to obtain a North Carolina driver’s license within 60 days of establishing a permanent residence in North Carolina.

Qualifications

  • Extensive knowledge of best practices related to construction, repair, and maintenance of roadways and appurtenant structures, fleet maintenance, and general municipal operations.
  • Extensive knowledge of the safety standards and practices related to construction, operating within public right-of-way, vehicle maintenance, and operation of typical municipal equipment.
  • Extensive knowledge of the modern methods and techniques used in the design, construction, and inspection of public works projects.
  • Extensive knowledge of city, state, and federal codes, ordinances, specifications, policies, procedures, and standards.
  • Demonstrated ability to evaluate operations practices, identify opportunities for improvement and/or corrective actions, and implement such improvements.
  • Ability to understand and interpret design drawings, construction specifications, and contracted documents.
  • Ability to accurately apply laws, codes, regulations, policies, and procedures.
  • Ability to analyze and evaluate operations and implement corrective actions.
  • Ability to develop long-term and short-term plans, strategies, and programs.
  • Ability to effectively organize and utilize department resources, including personnel, equipment, and budget authority, including in the areas of snow removal, debris collection & removal, and other emergency response activities.
  • Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with colleagues, city officials, contractors, architects, and the public.

Salary Range: $109,116.80 $180,065.60 Annually

Work Schedule: Monday - Friday 8:00 am - 5:00 pm
