About the role

The City's Public Service Manager oversees the Public Service Division, managing operations, maintenance, and programs related to right-of-way management, solid waste management, streets, sidewalks, traffic infrastructure, and emergency and seasonal operations response.

Responsibilities

  • Develops, plans, manages and handles the overall coordination of maintenance and infrastructure repair programs related to the right-of-way, including planned and seasonal operations, and the installation of new infrastructure systems.
  • Develops, manages, and monitors the information systems including asset management and asset conditions, public facing informational portals, and GIS applications.
  • Develops and manages the planning and implementation of emergency and special operations.
  • Captures and manages contracts and agreements to supplement services delivery and ensures access and benefits for internal/external stakeholders.
  • Develops and manages capital and operating budgets which support the division systems and services.
  • Develops and presents reports to management, City Council, stakeholders, and public.
  • Provides administrative oversight including developing and administering operating budget, developing policies and procedures, writing reports on projects and making recommendations to management on project needs and concerns.
  • Sets and manages division priorities, creating clear direction and expectations for staff and follows through to ensure achievement and accountability.
  • Effectively responds to questions, concerns, and provides technical information to citizens, contractors, agencies, city management, and others.
  • Supervises, coaches, trains, motivates, assigns work activities, evaluates performance, and overall management of subordinate staff; interviews, selects, and administers disciplinary action to subordinate employees, in accordance with established personnel policy and procedures.
  • Establishing professional standards for work quality, quantity, performance, and accountability.
  • Responds to special events and emergency related situations including inclement weather situations.
  • Subject to be called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines.
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and reliable attendance.
  • Performs additional duties to support operational requirements as apparent or assigned.

Requirements

  • Bachelor’s degree in public administration, engineering, construction management or related field AND 5 years of professional experience in public service management (specifically infrastructure management, right-of-way public services and emergency response operations, budget management, and human resource management); including 2 years in a supervisory capacity.
  • OR Associate Degree or advanced training AND 7 years in public service management (specifically infrastructure management, right-of-way public services and emergency response operations, budget management, and human resource management); including 2 years in a supervisory capacity.
  • OR High school diploma or GED AND 9 years in public service management (specifically infrastructure management, right-of-way public services and emergency response operations, budget management, and human resource management); including 2 years in a supervisory capacity.
  • OR An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Skills

  • Extensive knowledge of the principles and practices of construction and maintenance of pavement, curb and gutter, sidewalk and signalized intersections, and stormwater management.
  • Comprehensive knowledge of asset management and of management information systems.
  • Comprehensive knowledge of safety precautions, operational hazards and safety regulations/requirements (OSHA) related to the industry.
  • Comprehensive knowledge of federal, state and local laws and regulations governing the operations.
  • Thorough knowledge of principles and practices of budgetary management, public procurement, and employee supervision and leadership.
  • Advanced reading, writing, math, communication, and technical skills.
  • High-level skills in the technical aspects of right-of-way, streets, lighting and traffic operations.
  • Advanced skill in the use of Microsoft Office applications, Computer Aided Drawing (CAD), Geographical Information Systems (GIS), and other application/programs as needed to develop and maintain projects and operations.
  • Ability to prepare and oversee the budget for the division, review and approve division expenditures, research and prepare recommendations for future projects and budget projections.
  • Ability to manage, monitor, and direct work performance of subordinate supervisors and of the Public Service Division overall.
  • Ability to make final decisions on hiring, discipline, performance evaluation, setting program/work objectives and realigning work and staffing as needed.
  • Ability to evaluate overall division organizational goals.

Preferred Benefits

  • Preferred hiring amount between $98,684.72 - $123,617.10 annually.
  • Comprehensive benefits package including vacation leave, sick leave, paid observed city holidays, floating holiday, defined benefit pension plan, defined contribution 401a plan, voluntary 457 deferred compensation plan, and eligibility for prior service credit under the Defined Benefit Plan.
