About the role
The Public-Private Portfolio Property Manager will oversee the management of one or more developments totaling no more than 500 units on a day-to-day basis. Reporting directly to the Regional Property Manager for the Public Private Portfolio, this role involves managing a portfolio of developments that include various financing platforms such as project-based Section 8, low-income housing tax credits, RAD, and conventional public housing subsidy.
Responsibilities
- Develops and monitors the Management Plan for the portfolio to ensure efficient property operation.
- Prepares annual operating budgets for each property and ensures accurate and timely reporting on management matters.
- Maintains and reviews property-operating budgets, reporting spending and receivable activities to the Director of Asset Management or Regional Property Manager.
- Monitors rental activities, supervises rent collections, turnovers, work orders, and authorizes corrective and/or legal action as necessary.
- Ensures properties collect rent and reviews financial reports from financial staff, identifying trends that may affect cash flow.
- Reconciles reports to the General Ledger, approves invoices, and tenant cash receipts, and approves rent renewals.
- Develops and coordinates capital improvement plans with relevant departments and staff.
- Performs annual preventive maintenance inspections and monthly property inspections, approving inventory and maintenance purchases and Maintenance Service Contracts.
- Supervises all development-based personnel, including hiring, performance evaluations, and handling disciplinary issues.
- Manages relations with Local Tenant Organizations (LTOs) and oversees administrative and maintenance staff.
- Conducts staff meetings, manages leave, and monitors absences.
Requirements
- A Bachelor's Degree in public administration, business, social science, or equivalent experience.
- Five years of related work experience.
- CPHM (Certified Public Housing Manager) or CPM (Certified Property Manager) certification preferred.
- Experience as a manager or assistant manager of a public or private apartment/condo complex, preferably with knowledge of project-based assistance and conventional public housing funding.
- Strong organizational and management skills.
- Effective written and oral communication skills.
- Proficiency with Microsoft Word and Excel.
- Previous property management and software proficiency, knowledge of Emphasys Elite software preferred.
- Self-motivated, flexible, and detail-oriented.
Qualifications
- Minimum qualifications include a Bachelor's Degree in public administration, business, social science, or equivalent experience.
