Public Health Nurse Manager I
About the Role
This position plans, directs, coordinates, evaluates, and manages regional services and multi-disciplinary teams within the Public Health Department. The role oversees operational management of assigned programs, nursing activities, and professional/paraprofessional personnel in a Regional Office or distinct Program. This specific opening is for a Public Health Nurse Manager I within the Maternal Child and Family Health Branch, focusing on the California Children’s Services (CCS) and Nurse-Family Partnership (NFP) Programs.
The CCS Public Health Nurse Manager I provides administrative and clinical direction for case management of children with complex medical conditions. The NFP is an evidence-based nurse home visiting program offering comprehensive long-term case management to high-risk first-time pregnant and parenting individuals in Santa Clara County.
Responsibilities
- Provides administrative and clinical direction to program services staff to ensure compliance with reporting requirements.
- Plans, schedules, directs, assigns, and evaluates the work of multidisciplinary teams, including nursing, professional, and paraprofessional personnel.
- Oversees and participates in developing, implementing, interpreting, and maintaining program goals, objectives, policies, and procedures.
- Develops, implements, and evaluates assigned regional/program initiatives.
- Plans, coordinates, and reviews work plans for services, including program design, contract development, monitoring, and site maintenance.
- Ensures compliance with Nursing Practice standards and other reporting requirements.
- Oversees public health disaster response in coordination with the Departmental Emergency Operations Center.
- Manages multidisciplinary staff and nursing activities in collaboration with other departmental programs.
- Prepares and administers annual budgets, revenue generation, and expenditures for assigned programs (where applicable).
- Coordinates selection, training, and evaluation of nursing and multidisciplinary staff; assigns work and monitors performance.
- Analyzes program services and evaluates changes to meet regional/program needs; seeks grants and donations for funding and ensures compliance with grant regulations.
- Analyzes and interprets legislation for cost and program impacts.
- Attends community meetings, stays current on program-related issues, and resolves inquiries/complaints.
- Designs, prepares, and distributes program publicity (e.g., press releases, brochures, flyers).
- Provides technical support to other County departments and committees; conducts operational studies and recommends service delivery improvements.
- May be assigned as a Disaster Service Worker.
Requirements
- Graduation from an accredited Bachelor’s Degree program in Nursing.
- Current Registered Nurse license and valid Public Health Nurse Certificate issued by the State of California.
- Master’s Degree from an accredited college in Public Health Nursing or a related health field or two (2) years of Public Health Nursing experience as a substitute.
- Valid California Driver’s License prior to appointment and ability to qualify for/maintain a County Driver’s Permit.
- Two (2) years of experience as a Public Health Nurse in a supervisory, consultative, or lead capacity at a program or regional office level. One (1) additional year of this experience may substitute for the required Master’s Degree.
