About the role

Under broad supervision, administers clinical services for a 12-county public health district. Leads and assists in the development of public health protocols, policies, and procedures. Directs subordinate managers and staff. All District 4 Public Health and County Board of Health employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in events including staffing a shelter, a Specimen Point of Collection Site (SPOC), and/or Point of Distribution site (POD). Participation is required whether the emergency occurs during or outside regular work hours.

Responsibilities

  • Provides management and direction to county health departments and district program nursing staff across a 12-county health district, ensuring consistent, high-quality nursing practice throughout all sites
  • Directs and assures nursing selection, orientation, training, and ongoing staff development; identifies training needs and ensures job-related instruction is provided to all levels of nursing staff
  • Plans and directs the work of nursing and other professional staff, assuring an adequate level of nursing care and appropriate staffing patterns across all county health departments
  • Evaluates and enforces compliance of nursing standards and protocols for all nursing programs
  • Organizes and plans a systematic and continuous quality assurance and performance improvement program for the practice of nursing to evaluate program outcomes and recommend/implement changes to improve effectiveness and efficiency
  • Makes long-range plans and regularly reviews budgets, activities, problems, and functions of services being delivered in the 12 county health departments and District 4 clinical programs; monitors expenditures to ensure conformity to budget, participates in strategic planning
  • Reviews, revises, and develops nursing/clinical policies and procedures
  • Interprets policies, procedures, and regulations and communicates changes to staff and stakeholders, ensuring timely compliance across the district
  • Coordinates response to disasters and emergencies, ensuring nursing and clinical staff readiness and appropriate deployment of resources
  • Oversees the collection and analysis of data for statistical records, to identify trends, strengths/best practices, and weaknesses/opportunities for improvement
  • Directs subordinate managers/supervisors and staff, assigning and prioritizing unit work, monitoring progress and productivity, and evaluating employees at scheduled intervals
  • Provides leadership and management oversight of district nursing operations, including monitoring of health department and district program budgets
  • Represents the health district in community assessment processes, collaborating with community leaders, health care providers, and agencies to identify and address public health needs
  • Attends and participates in continuing education, professional development, and professional organization activities to remain current on public health nursing trends and regulatory requirements
  • Serves as the District HIPAA privacy officer; including development of policies and procedures for the protection of PHI and compliance with HIPAA, administrative safeguards, assistance with training materials, and providing guidance as needed

Requirements

PH Manager 2 – Bachelor’s degree in nursing from an accredited college or university AND seven (7) years of experience, which includes three (3) years in a managerial or supervisory role AND current Georgia Registered Professional Nurse license AND CPR certification; OR one (1) year of experience at the lower-level PH Manager 1 (HCM080) or position equivalent.

Annual Salary: $84,477.37

PH Manager 3 – Master's degree in Nursing, public health, or related field from an accredited college or university AND seven (7) years of professional nursing managerial or supervisory role AND current Georgia Registered Professional Nurse license; OR one (1) year of experience at the lower-level PH Manager 2 (HCM081) or position equivalent.

Annual Salary: $95,459.43

Preferred Qualifications

  • Professional experience in public health nursing
  • Completion of Master’s degree in Nursing, Public Health, or related area
  • Experience at a level equivalent to Nurse & Clinical Assistant Director, District Public Health
  • Knowledge of the core functions of public health
  • Experience in development, management, and/or administration of budgets, contracts, or grants
  • Experience in strategic planning (e.g., mission identification, goals planning and evaluation) and health planning
  • Additional years of experience in supervision or management of public health programs
  • Knowledge in emergency preparedness and response planning
  • Experience managing one (1) or more federal programs
  • Experience as a member of a senior-level management team
  • Experience training subordinate staff members
  • Ability to work flexible schedule and travel to various meetings and conferences
