Requirements

  • MOS Codes: 35P1 (Air Force), 46A (Army)
  • Education and Experience: A Bachelor's degree or higher in Business or Public Administration Journalism, Public Relations; Mass Communication, or related field, plus one (1) year of mass communications, public relations, advertising, journalism, marketing or publicity experience.
  • Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent issued by another state.

Responsibilities

  • Plan, develop and coordinate marketing and outreach programs that align with City of El Paso Strategic goals.
  • Research, coordinate, prepare and respond to media requests.
  • Set up press briefings and share information on behalf of departments.
  • Work with Communication & Public Affairs to coordinate necessary press conferences during City emergency; coordinate with Emergency Management Coordinator and departments to share information.
  • Ensure website is updated; use social media to share information.
  • Aid in the creation of informative presentations for speaking engagements.
  • Cook with the City Manager and CM Leadership Team on public affairs issues.
  • Write, compose, and communicate original material for internal and public distribution including, but not limited to, radio and television, news releases or advisories.
  • Serve as liaison which entails establishing rapport and maintaining effective working relationships with the public, stakeholders, and City officials or representatives.
  • Provide support to the City Communications and Public Affairs Office as required by participating in special public relations projects which includes performing related research.
  • Coordinate PowerPoint presentations and take photos for City Council meetings.
  • Develop, manage and participate in social media. Involves: Participate in a wide variety of social media activities such as Facebook, Twitter, and YouTube, blogging. Support City T.V. programming/event coverage, Public Service Announcement (PSA), special video projects, and update equipment.
  • Strategize and educate departments and others on incorporating relevant social media techniques into the organization's culture and into all organization's services.
  • Measure the impact of social media and marketing efforts.
  • Supervise assigned staff. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, discipline, merit pay or other employee status changes.
