We are looking for a Psychological Operations (PSYOP) Planner to support U.S. Pacific Command (USPACOM) with research, planning, and analysis in a fast-paced, high-impact environment. Ideal candidates are self-starters with PSYOP experience who can identify opportunities and take initiative to implement high-level programs, confidently presenting new concepts of operations (CONOPS) and courses of action (COAs) to senior leaders.

Responsibilities

  • Support USPACOM with comprehensive and integrated PSYOP concepts, plans, and assessments aligned with USPACOM goals and objectives.
  • Conduct unclassified and classified research on topics supporting operational concepts and plans, distilling findings into recommendations for PSYOP integration into OPLANS, CONPLANS, and contingency planning.
  • Research and develop Measures of Effectiveness (MOE) and Measures of Performance (MOP) to assess PSYOP support for plans and operations.
  • Review, assess, and compile documentation on PSYOP actions to meet OSD and Joint Staff reporting requirements.
  • Support senior-level strategic planning and briefings, including preparing formal papers and background information for senior leaders.
  • Respond to short-timeline requests on policy and operational plans, analyzing subject plans for areas of concern.
  • Research and analyze national security policies, military strategies, vulnerability assessments, threat and intelligence assessments to inform planning and new concept development.
  • Coordinate with Department of Defense entities, including Combatant Commands, the Joint Staff, the Office of the Secretary of Defense, military Services, and USPACOM’s component and sub-unified commands.
  • Travel approximately 10% annually to Mainland U.S. and Allied/Partner nations for PSYOP events, including conferences, planning sessions, and exercises/experiments.

Requirements

  • Bachelor’s degree or at least 10 years of experience supporting the Department of Defense (DoD).
  • At least 5 years of experience working in PSYOP.
  • Experience conducting research on a range of topics and functional areas.
  • Excellent oral and written communication skills.
  • Proficiency in authoring analytical or policy documents.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Minimum 1 year of experience working with AI or Language Model (LM) tools in system administration, operational planning, or data analysis (e.g., MSS, workflow creation).
  • Active Top-Secret clearance and SCI eligibility (U.S. citizenship required).

Preferred Qualifications

  • Previous experience working on TS/SCI-level projects.
  • Master’s degree from an accredited college/university or graduation from a military command and staff college.
  • 10+ years of experience in PSYOP.
  • Experience with Classified Material Security and Handling Procedures.
  • 3+ years of experience in the USPACOM AOR.
  • 3+ years of experience on a military staff (Service HQ, Combatant Command, OSD, JS).

Pay

Hiring salary range: $145,000 – $160,000. Final salary determined by education, experience, knowledge, skills, internal equity, and market alignment.
