About the Role

This is a remote/work-from-home position. The Director of Protective Services Emergency Management is responsible for all aspects of emergency management functions, standardizing emergency management programs and emergency operations plans to meet regulatory requirements. This role assists in the design, facilitation, and review of Ministry-level emergency management exercises required by authorities having jurisdiction as well as regulatory and credentialing agencies. The hire must be open to working eastern time zone hours.

Responsibilities

  • Ensures a safe and secure environment for patients, colleagues, and the community.
  • Provides opportunities for engagement and management during risk assessments, goal setting, improvement priorities, monitoring progress, and evaluating department effectiveness.
  • Facilitates procedures to embed the mission into the Protective Services function across the enterprise, regardless of employed or contracted officers.
  • Provides routine updates and timely information to all constituent groups.
  • Establishes and maintains open communication with colleagues and other department leaders to foster trust, understanding, and respect.
  • Ensures the Public Safety and Emergency Management strategy protects regional assets while balancing a consumer-driven focus for patients, support service colleagues, clinicians, and physicians.
  • Partners with the Director of Protective Services Training to train hospital staff in emergency management areas such as HICS, HazMat response, Evacuation, Business Continuity, and disaster response.
  • Delivers training programs that empower the community to be safer and more secure, including ICS, HERT, CISM, HazMat Awareness, and Operations.
  • Develops business cases, seeks approval and funding (including grants) for safety and emergency projects to improve systems, processes, and technology.
  • Serves as the leader and advisor for preparedness, mitigation, response, and recovery activities for natural hazards, human-caused hazards, technological hazards, hazardous materials, and emerging infectious diseases.
  • Ensures colleague engagement and action plans are achieved successfully; establishes performance expectations, coaches, develops, and evaluates performance.
  • Develops and ensures regulatory compliance with department policies, processes, guidelines, and standards (e.g., CMS, Joint Commission, OSHA).
  • Participates in and provides reporting for Environment of Care, Safety, and related committees.
  • Establishes relationships and coordinates with federal, regional, state, and local emergency management agencies and partners.
  • Creates and implements Ministry-wide emergency management training, education programs, management plans, and programs for catastrophic incidents.
  • Represents BSMG on emergency management groups, councils, committees, and advisory boards.
  • Coordinates Ministry-Wide Incident Command System implementation and activities.
  • Serves as a Subject Matter Expert and technical advisor to market and group-level emergency managers.
  • Coordinates and advises on Business Continuity Planning activities.

Requirements

  • Bachelor’s degree in public, healthcare or business administration, program management, leadership, emergency management, risk management, non-profit management, or a related field (required).
  • Master’s degree in Emergency Management, Public Safety, or Healthcare Administration (preferred).
  • 5 years of experience in Emergency Management (required).
  • Experience in document writing, including policies, procedures, and plans (required).
  • Familiarity with the Hospital Incident Command System (preferred).
  • Previous or current service in first responder or clinical community, including firefighting, law enforcement, or emergency medical services (EMT, Paramedic) (preferred).
  • Experience in a healthcare setting (preferred).

Qualifications

  • Federal Emergency Management Agency (FEMA) Incident Command System (ICS) Courses 100, 200, 300, 400, 700, and 800 (required).
  • Homeland Security Exercise and Evaluation Program (HSEEP) (required or obtainable within 6 months of hire).
  • Hospital Emergency Response Team training or Instructor Training (preferred).
  • Incident Command System (ICS) Instructor Training (preferred).
  • Business Continuity Training or Certification (preferred).
  • Public Information Officer Training or Certification (preferred).
  • Emergency Operations Center Training (FEMA 191, etc.) (preferred).

Certifications (Preferred)

  • International Association of Emergency Managers (IAEM) Certified Emergency Manager.
  • International Board for Certification Services and Management (IBFSCM) Certified Hospital Emergency Professional.
  • American Nurses Credentialing Center (ANCC) National Disaster Healthcare Professional certification.
  • National Disaster Life Support Foundation (NDLSF) Certified Healthcare Emergency Coordinator.

Working Conditions

  • Periods of high stress and fluctuating workloads may occur.

  • Required to drive to off-site locations, occasionally in adverse weather conditions.
