About The Team

Gloucestershire Fire and Rescue Service's Protection Team plays a vital role in keeping communities safe. We work across the county to support compliance with fire safety legislation, engage proactively with businesses and partners, and ensure those responsible for premises understand and meet their fire safety responsibilities. Through a balanced approach of education, engagement, influence, and enforcement, we help reduce risk, improve standards, and create safer places for people to live, work, and visit.

About The Role

We are seeking a Protection Engagement Manager to lead a team to develop our business engagement across Gloucestershire through new interventions. Working as part of the Protection Team, you will be responsible for designing, coordinating, and delivering a range of engagement initiatives that promote fire safety compliance and support risk reduction within the built environment.

  • Work closely with businesses, responsible persons, local authorities, professional bodies, and other stakeholders to build positive relationships, share best practice, and encourage compliance with fire safety legislation.
  • Contribute to the risk-based intervention programme, consult on building regulation applications, licensing applications, carry out peer reviews with enforcement activities, and be available out of hours to carry out fire safety inspections if necessary.
  • Identify emerging risks and opportunities through data analysis, stakeholder feedback, and intelligence gathering, helping to inform risk-based protection activity and Service priorities.
  • Represent Gloucestershire Fire and Rescue Service at local, regional, and national meetings, events, and partnership forums, providing expert advice and promoting the Service's protection objectives.
  • Support the development of innovative engagement strategies, evaluate the effectiveness of interventions, and contribute to wider organisational priorities, ensuring resources are targeted where they can have the greatest impact on community safety.

The role requires travel across the county and a flexible approach to meet the needs of the Service.

Requirements

  • Level 4 fire safety diploma.
  • Excellent communication skills with the ability to build credibility and influence a wide range of stakeholders, from small businesses to large organisations and strategic partners.
  • Confidence in delivering presentations, workshops, and engagement events, translating complex fire safety requirements into clear, practical advice that supports compliance and behavioural change.
  • Good understanding of fire safety legislation and the challenges faced by businesses in meeting their legal responsibilities.
  • Experience in stakeholder engagement, project delivery, partnership working, or fire safety activities would be advantageous.
  • Ability to manage competing priorities, use data and intelligence to inform decision-making, and contribute to the continuous improvement of the Service's protection activities.
  • Commitment to personal development and willingness to further develop specialist knowledge and skills.

Benefits

  • Regular formal and informal support.
  • Safe, supportive, and positive working environment with regular, robust supervision.
  • Access to relevant training and career progression.
  • Annual leave of 25.5 days (pro rata) up to 30.5 days (pro rata) after 5 years employment.
  • Access to the Local Government Pension Scheme.
  • Staff discount scheme offering savings with major supermarket chains and high street retailers.
  • Access to the Employee Assistance Programme (EAP) providing free, confidential counselling and advice 24 hours a day, online and by telephone.
  • Cycle to Work scheme.
  • Links to employee networks such as Prism (LGBT+) network and the Young Employees Network.
  • Gloucestershire Salary Sacrifice Green Car Scheme (T&Cs apply).

Hybrid working arrangements are available for the majority of roles, giving teams the opportunity to work in a way that suits them, balancing service need and individual choice, with a mix of both remote and office working.
