Proposal Specialist II
About the role
AECOM is looking for a Proposal Specialist II to join AECOM’s Federal Marketing team. Our clients include both Federal Defense and Civilian agencies, and you will have the opportunity to work with highly specialized teams across all Architecture, Engineering, and Environment sectors primarily in North America (USA, Canada) but also internationally.
Responsibilities
- Assists with large proposals and able to lead small to medium proposals (cross regions or business lines), and supports from capture through to interview stage, as required.
- Captures and coordinates content and information for qualifications and proposals, including schedule, templates, compliance, content plan and production.
- Provides conceptual leadership for document design. May serve as lead writer/editor for resumes and past performance sections for proposals.
- Facilitates color review (Pink and Red team) reviews, and applies lessons learned to add value to proposals.
- Manages the implementation of proposal and presentation revisions based on direction from review teams.
- Participates in go/no-go and greenlight analyses in compliance with delegation of authority guidelines, capture planning and positioning activities as they pertain to preparation for the proposal.
- Completes internal debriefs for proposals they lead and reviews debriefs and reviews client feedback on proposals to ensure and demonstrate continuous improvement.
- Has solid working knowledge of company quality procedures and approval processes (legal, contracts, DOA, signatory).
- Liaises with appropriate/relevant business line team, operations, technical, and business development professionals to support or develop marketing information (including but not limited to case studies/project sheets and capabilities summaries).
- Provides guidance to entry level proposal team members.
- Performs a self-check of work prior to submitting to others for review/approval.
Qualifications
- Education & Experience: Bachelor's and 2+ years of experience collaborating within a marketing team to lead and/or support proposal activities, or an equivalent combination of education and experience.
- Proposal Development Knowledge: Foundational knowledge of proposal best practices and procedures, work processes, and tools as related to Federal proposal management of RFQ/P responses.
- Technical Proficiency: Advanced skills in Adobe InDesign, Microsoft Word, PowerPoint, and Adobe Acrobat.
- Project & Deadline Management: Proven ability to manage multiple projects, deadlines, and complex deliverables simultaneously with strong attention to detail, consistent follow-up, and successful completion.
- Collaboration & Communication: Strong organizational, communication, and collaboration skills, with the ability to work effectively both independently and as part of a team.
- Quality & Compliance: Ability to produce accurate, compliant, and compelling deliverables.
Preferred Qualifications
- 5+ years of experience working within an A/E/C marketing team to lead and/or support proposals for Federal clients a plus.
- Experience in the use of generative AI for market research and content development in the capture and proposal process.
- Experience with SAM.gov, GovWin, FedConnect, and SalesForce is preferred but not required.

This position does not include sponsorship for United States work authorization now or in the future. Relocation assistance and/or per diem is not offered for this position.
The offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $65,000 to $85,000 yearly.
