Property Manager
About the Role
The Property Manager (“PM”) will have broad and in-depth general management responsibilities at their assigned apartment development(s). The PM will supervise a site team consisting of administrative, supportive services, and maintenance personnel. In some instances, the PM may also handle administrative tasks and perform supportive service duties. The PM will ensure the property meets all financial goals outlined in the annual budget, pursue full occupancy and rent collection, and optimize rental income while adhering to program requirements and market conditions.
The PM will maintain compliance with all covenants and supportive service requirements, manage maintenance tasks professionally, and ensure a safe work environment. The role includes overseeing financial and operational data integrity, providing excellent customer service to residents, and encouraging long-term retention. As a site leader, the PM will demonstrate professional leadership, support team development, and pursue their own professional growth through the Pennrose Academy. The PM reports to a Regional Property Manager.
Responsibilities
- Effectively manage rent increases, rent collections, and the eviction process.
- Consistently market the property to high standards, optimize curb appeal, and convert applicant traffic/waitlists into successful residencies while meeting all Fair Housing requirements.
- Understand all aspects of affordable housing and market-rate program features to optimize financial and operational performance.
- Proactively manage housing partner subsidy programs and relationships.
- Oversee accounts receivable, accounts payable, and cash flow to meet all obligations timely.
- Monitor utility consumption and related expenses; optimize the use of the NWP system and responses.
- Inspect the property daily, address maintenance needs, and prioritize safety.
- Provide input for the capital planning and budget processes; identify cost savings and efficiencies.
- Onboard, train, and motivate team members to ensure successful property stewardship.
- Manage work orders, preventive maintenance, apartment turns, and leasing within company policy timeframes.
- Process re-certifications, build and manage credible waiting lists, and anticipate occupancy or financial performance issues.
- Own all aspects of property management for your assigned development.
- Train staff on customer service, professionalism, safe work practices, property inspections, vendor management, and technology use (e.g., Mobile Maintenance/Yardi).
- Ensure the property is prepared for all inspections (agency, REAC) without last-minute surges in staff or spending.
- Complete insurance administration tasks to successfully conclude claims.
- Serve as a role model, mentor, and trusted resource to field staff and residents.
- Ensure the Supportive Services program meets its obligations.
- Support Pennrose Academy efforts to enhance staff technical expertise.
Performance Metrics
- Property successfully meets all aspects of the annual operating budget.
- Employee retention increases and staff competency improves.
- Property inspection results are consistently excellent.
- Unit turnover and occupancy times steadily improve, along with tenant residency.
- Insurance claim work is administered timely and professionally.
- Work order and preventive maintenance completions meet PMC standards consistently.
- Property avoids insurance claims due to staff neglect.
- Resident satisfaction surveys yield consistently positive results.
Requirements
- High School Diploma (College degree a plus).
- Four years of increasing property management responsibilities.
- Knowledge of both affordable and market-rate housing.
- Industry training credentials authenticating understanding of rental housing programs.
- Valid driver’s license, insured vehicle, and ability to travel between properties.
Working Conditions
- Ability to work periodic flexible hours.
- Ability to travel by plane and automobile.
- Ability to work at property locations within or near transitional neighborhoods.
- Physical ability to climb stairs, take elevators, bend, squat, and reach overhead.
Pay
$68,000 - $70,000/year depending on experience.
