Description
With sustainability and conservation in mind, you will deliver technical and professional engineering, construction, and maintenance to sustain facilities, infrastructure and ecosystems. In this dynamic role, you will oversee and manage all dams, as well as construction and maintenance projects related to safety, ADA compliance, and facility renovations.
Supervision and Mentoring
- Supervise and mentor technical and professional level staff to support an effective, motivated team.
- Set goals and objectives, develop strategies to implement, and develop performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.
- Lead and supervise crews, providing guidance and support to ensure high quality workmanship.
Dam Maintenance Management
- Manage the inspection, maintenance, and repairs for 38 dam sites located throughout eastern Washington.
- Monitor the inspection, maintenance, and repair activities are successful. Provide spot checking to ensure maintenance activities are being performed as designed.
- Manages the dam operation and maintenance budget. Monitor reoccurring funding and spending trends, alerting others and engaging in budget requests should funds no longer be sufficient.
Carpentry
- Provide onsite inspection of buildings, grounds, equipment and fixtures to determine need for maintenance or repair.
- Oversee the construction, major repairs, and remodels to buildings, sheds, bridge abutment, walkways and handrails, and various other structures from specification, plans, sketches, or instructions.
- Absess the conditions of various facilities at hatcheries statewide. Facilities include residences, offices, incubation, and feed storage buildings.
- Identify structural deficiencies and issues that could pose harm to human safety.
- Make recommendations for repairs to roofs, flooring and decks, fences and framework.
- Ensure compliance to ADA regulations.
Plumbing
- Oversee the repair or replacement of pressure and drainpipes. Install water heaters, both gas and electric.
- Perform work in installation, maintenance, and repair of domestic water and fish rearing systems.
- Assess the conditions of residential and commercial plumbing components at hatchery facilities statewide such as exercising valves and the location and inspection of supply lines for potential failures.
- Document and make recommendations for repairs or replacements of components.
Working Conditions
- Work setting: Duties are performed at construction sites and on occasion in a fabrication shop. Bending, stooping, squatting, twisting, pushing, pulling, and lifting of 50 pounds repetitively when loading and unloading trucks or moving materials around project site. Operate motor vehicles in hazardous weather conditions. This position may involve working in or near water, including tasks that require navigating, negotiating, and performing duties related to water environments.
- Schedule: This position is full-time, working 40 hours per week. Typically, Monday – Thursday, 6:00 AM - 4:30 PM. The standard work schedule includes the potential for occasional evening or weekend work as needed. Alternative schedules may be considered based on business needs.
- Travel requirements: Travel required 40-60% depending on season.
- Customer Interactions: Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.
Qualifications
- Required Qualifications:
- Six (6) years of progressively responsible experience performing construction, maintenance, heavy equipment operations, facilities management, public works, transportation infrastructure, natural resource infrastructure, or related construction activities.
- Completion of a recognized apprenticeship in one or more construction trades (e.g., carpentry, electrical, plumbing, welding, heavy equipment operation, concrete, or related trades), and two (2) years of journey-level experience performing construction, maintenance, or infrastructure projects.
- Experience in the following (may be earned concurrently):
- Experience planning, coordinating, and leading construction, maintenance, renovation, repair, or infrastructure projects.
- Experience supervising staff, contractors, or project teams.
- Experience estimating project costs, determining labor and equipment needs, scheduling work, and monitoring project progress.
- Experience interpreting plans, specifications, engineering drawings, permits, regulations, or technical documents applicable to construction and maintenance projects.
- Preferred Qualifications:
- Eight (8) years of progressively responsible experience performing construction, maintenance, heavy equipment operations, facilities management, public works, transportation infrastructure, natural resource infrastructure, or related construction activities.
- Completion of a recognized apprenticeship in two or more construction trades (e.g., carpentry, electrical, plumbing, welding, heavy equipment operation, concrete, or related trades) and four years of journey-level experience performing construction, maintenance, or infrastructure projects.
- Experience coordinating construction activities with engineers, biologists, contractors, permitting agencies, and other stakeholders.
- Experience constructing or maintaining roads, boat launches, dikes, levees, fish passage structures, engineered log jams, stream channels, pipelines, or similar infrastructure.
- Knowledge of regulatory cities and county permits relating to construction.
- Knowledge of agency related permits such as Hydraulic Project Approvals (HPA), Cultural, and State Environmental Policy Act (SEPA).
- Certified Erosion and Sediment Control Lead Certification.
