Key Responsibilities
- Deliver the professional consulting services offered by ESE Partners using ESE delivery systems and methodologies.
- Operate as one of the firm’s technical associates with respect to the disciplines related to Environmental Science and Engineering.
- Affiliate with the Project Management of numerous projects simultaneously with potentially widely varying environmental scopes of work.
- Oversee preparation of technical reports including but not limited to compliance audits, air permitting, GHG reporting, TRI reporting, sustainability analysis and reporting.
- Develop scopes of work, proposals, budget estimates, and project strategies for various types of environmental compliance projects relating to air quality.
- Manage project budgets, so as not to exceed estimates without client approval.
- Successful negotiation of permits and project goals with regulators on behalf of clients.
- Develop, maintain, and grow professional relationships with prospective clients inclusive of business development events and client targeting, existing clients, regulators and vendors.
- Complete client needs assessment, project scoping, conduct client follow-up, be responsible for task or project financial performance, and assist in collection efforts when needed.
- Conduct Field Investigations, Visual Inspections, as needed.
- Author and/or review technical reports in accordance with the ASTM, U.S. EPA, TCEQ and RRC Guidelines.
- Develop solutions to mitigate, control, or prevent environmental issues with regards to air permitting applications and excess emissions events, etc.
- Manage and interpret laboratory analytical data.
- Manage and approve subcontractor accounts.
- Consult with Arc GIS Team to develop Site Maps and other pertinent drawings needed for project deliverables.
- Maintain an average utilization target of 85%.
Qualifications
- Bachelor’s degree in Environmental Science, Environmental Engineering, or a related field.
- Minimum of 5+ years of experience in Environmental Compliance with project management experience.
- Strong knowledge and understanding air quality regulations, including the Clean Air Act and state-specific permitting requirements.
- Excellent analytical and problem-solving skills.
- Proficiency in report writing and documentation.
- Effective communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Training and guiding junior staff.
Preferred Skills
- Experience with NSR and Operating permit applications in various states.
- Dispersion Modeling experience using SCREEN3 and/or AERMOD.
