Primary Responsibilities
- Develop and implement procurement strategies aligned with project objectives, cost targets, and schedules.
- Lead and manage a team of buyers, expediters, and procurement specialists to ensure effective execution of procurement activities.
- Oversee sourcing plans for major equipment, materials, and services, ensuring alignment with engineering and project requirements.
- Drive continuous improvement in procurement processes, systems, and supplier performance.
Sourcing, Contracting & Commercial Management
- Oversee the preparation and issuance of Requests for Quotation (RFQs), bid evaluations, and supplier selection.
- Lead commercial negotiations, including pricing, terms and conditions, and contract finalization.
- Ensure purchase orders and contracts clearly define technical, quality, and delivery requirements.
- Manage supplier agreements and long-term strategic partnerships.
Supplier & Expediting Oversight
- Ensure effective supplier performance management, including schedule adherence, quality, and delivery.
- Oversee expediting activities for critical path equipment and materials.
- Address supplier risks proactively and implement mitigation and recovery plans as needed.
- Support supplier qualification, audits, and development initiatives.
Project Coordination & Reporting
- Collaborate closely with engineering, quality assurance, construction, and project management teams.
- Provide leadership-level reporting on procurement status, risks, cost performance, and schedule impacts.
- Ensure procurement milestones are integrated into overall project schedules.
- Represent procurement in project reviews and executive-level discussions.
Compliance & Quality Assurance
- Ensure all procurement activities comply with nuclear quality standards (e.g., NQA-1) and applicable regulatory requirements.
- Maintain auditable procurement documentation, including supplier records, certifications, and inspection reports.
- Support internal and external audits, inspections, and regulatory reviews.
- Promote a culture of quality, safety, and compliance across procurement operations.
Requirements
- Bachelor’s degree in Supply Chain Management, Business, Engineering, or a related field. Equivalent experience may be considered.
- Minimum of 10–15 years of experience in procurement or supply chain roles, including leadership experience on large-scale industrial or EPC projects. Experience in nuclear or highly regulated industries is strongly preferred.
- Demonstrated experience managing procurement teams and complex sourcing activities.
- Strong knowledge of procurement processes, contract management, and supplier performance management.
- Experience with major equipment procurement (e.g., pressure vessels, pumps, valves, electrical systems, fabricated components).
- Proficiency in ERP systems (e.g., SAP, Oracle) and advanced Excel or data analysis tools.
- Excellent leadership, communication, and negotiation skills.
- Must be eligible to work under U.S. federal code 10 CFR 810
Preferred Qualifications
- Experience supporting nuclear new build projects or working within NQA-1 quality programs.
- Familiarity with ASME codes, nuclear procurement specifications, and supplier quality requirements.
- Professional certifications such as CPSM, CSCP, or PMP.
- Experience with international sourcing, logistics, and global supplier networks.
- Background in supplier audits, inspections, or quality surveillance programs.
