About the role

The Project Manager, Land Development & Public Works position at Halff is available in McAllen, TX. Halff seeks a Professional Civil Engineer (PE) with at least 5 years of experience in land development and public works/local infrastructure engineering to lead and manage projects.

Responsibilities

  • Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to ensure deliverables, requirements, schedules, costs and meeting plans are communicated.
  • Aid in the development and management of project scopes, budgets, and schedules.
  • Support in the preparation of proposals and RFQs.
  • Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
  • Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
  • Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
  • Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team.

Requirements

  • Bachelor’s or master’s degree in civil engineering or ABET accredited equivalent engineering degree.
  • Professional Engineer (PE) License in the State of Texas.
  • 5-10 years of experience, leading and/or supporting Land Development and Public Works/Local Infrastructure projects, including light industrial, office/warehouse developments, commercial and residential subdivisions, municipal roadway, trails and drainage.
  • Technical experience with land development software such as Civil 3D.
  • Excellent technical writing and communication skills.
  • Experience with project management, administration, and supervision, with a focus on quality, integrity and success.

Qualifications

  • Established client relationships in the Rio Grande Valley a plus.
