About the Role

This role provides a combination of virtual and onsite support to multiple Texas Health locations, including hospitals and clinics. The Project Manager II (PM II) is responsible for providing project management and limited program management guidance for assigned projects, ensuring deliverables are produced within defined quality, time, and cost constraints. The PM II will lead standard and enterprise-level projects, mentor less-experienced project managers, and help refine PMO processes and deliverables.

Schedule

Full Time Days (Monday – Friday, 8:00am-5:00pm) for 40 hrs/week.

Responsibilities

  • Lead Agile projects using Scrum or Kanban, establishing clear roles, sprint cycles, and backlogs to promote transparency and adaptability.
  • Facilitate Agile ceremonies, including daily stand-ups, sprint planning, sprint reviews, and retrospectives to ensure continuous improvement and team alignment.
  • Work with Product Owners and Scrum teams to identify and document requirements and develop the Product Backlog.
  • Manage product backlogs in partnership with Product Owners, prioritizing features and tasks to maximize business value and streamline delivery.
  • Utilize Agile metrics to monitor progress and identify areas for optimization.
  • Work with teams and management to remove impediments that block team progress and address risks and dependencies throughout the project lifecycle.
  • Create and continuously update a Project Management Plan for each project (Waterfall methodology).
  • Develop comprehensive project plans, outlining milestones, dependencies, and deliverables for all phases of the project lifecycle.
  • Ensure business and technical requirements are documented, validated, and incorporated into project work.
  • Define and sequence project activities using work breakdown structures and critical path analysis to develop a realistic master schedule.
  • Monitor project progress against timelines, proactively addressing any variances to keep projects on track.
  • Manage project scope by defining deliverables and following the appropriate change control process.
  • Monitor project budgets, schedules, and resource allocations to ensure successful delivery within scope and constraints.
  • Complete all required project documentation and close projects in a timely manner.
  • Lead complex projects using Waterfall and/or Agile methodologies, selecting the most appropriate approach for business needs.
  • Track project progress with detailed status reports, performance metrics, and regular reviews, ensuring alignment with organizational objectives.
  • Ensure timely completion of deliverables by proactively identifying dependencies and resolving bottlenecks.
  • Direct activities with vendors, stakeholders, and internal teams, facilitating communication and integration efforts to support project execution.
  • Determine appropriate communication plans tailored to diverse stakeholder groups.
  • Provide regular status updates through reports, dashboards, and presentations, highlighting progress, upcoming milestones, and deviations from baseline.
  • Facilitate meetings with leadership and project teams, setting clear agendas, documenting decisions, and following up on action items.
  • Identify key stakeholders and manage their engagement throughout each project phase.
  • Identify required resources and work with resource managers to properly deliver projects.
  • Track resource utilization and availability, adjusting resource needs to address bottlenecks.
  • Identify resource conflicts and work with resource managers to negotiate priorities.
  • Manage the time approval process and track resource utilization against the project plan.
  • Identify, capture, and monitor project risks and issues throughout the project lifecycle.
  • Manage risk and issue registers and develop mitigation strategies.
  • Track and escalate major issues and risks as necessary, facilitating prompt resolution and minimizing project disruption.
  • Establish and maintain strong vendor relationships, ensuring vendor resources are engaged at the proper time(s) to keep projects on schedule.
  • Monitor vendor performance and enforce expectations and team culture.
  • Mentor junior project managers, sharing best practices, tools, and templates.
  • Participate in process improvement initiatives, identifying opportunities for increased efficiency and quality.
  • Foster a culture of continuous improvement and collaboration within the project management office (PMO).

Requirements

  • Bachelor’s Degree in Computer Science, Information Systems, Clinical Field, Business, or related field OR 4 years of relevant experience in lieu of a degree. (Required)
  • 5 years’ experience in project management. (Required)
  • 4 years’ experience in an information technology or healthcare environment. (Preferred)
  • Project Management Professional Certification (PMP) OR Professional Scrum Master I (PSM I) or Certified Scrum Master (CSM). (Required)

Skills

  • Proficient user of Project Management Tools (such as ServiceNow, SPM, Jira/Confluence, Microsoft Project, and MS Office Tools including Word, Excel, Teams, SharePoint, PowerPoint, Visio).
  • Good understanding of Project Management Body of Knowledge (PMBOK) disciplines (Integration, Scope, Time, Quality, Human Resources, Communications, Risk Management, and Procurement).
