Responsibilities
- Manages the workloads, training, schedules and responsibilities of the Engineering Technicians within the department;
- Serves as a project manager and coordinates projects through their completion;
- Mentors other engineering employees assigned to assist in review and inspection of new development plans and construction projects;
- Represents the Engineering Department in meetings with architects, engineers, contractors, developers, and the public;
- Represents the Engineering Department at public hearings before the Planning & Zoning Commission and City Council Meetings as requested;
- Provides written tracking of the subdivision plan review process from preliminary plat submittal through construction and final plat;
- Provides written tracking of the engineering review of residential building permits as assigned;
- Provides written tracking of the commercial civil site plan review process as assigned;
- Provides detailed technical information and periodic project updates to City Engineer and/or Public Works Director;
- Ensures water main designs, sewer main designs, and street designs comply with federal, state, and city requirements;
- Ensures sewer main designs meet City and State of Idaho Division of Environmental Quality requirements;
- Ensures street designs meet City requirements;
- Maintains oversight of contractor, developer, engineer, and consultant activities to ensure compliance with federal, state, and city codes and standards;
- Inspects construction projects for adherence to City engineering standards and specifications;
- Develops and reviews engineering designs of public works construction projects and activities;
- Conducts feasibility studies and field reviews of current and proposed projects;
- Supports and inspects City-owned/managed construction projects;
- Prepares bidder sheets and cost estimates for public works contracts;
- Prepares contract documents and conducts pre-construction conferences with successful bidders;
- Negotiates, prepares, and authorizes construction change orders and other miscellaneous contracts and agreements;
- Answers engineering questions regarding building permit requirements as needed;
- Coordinates utility location and construction activities with utility representatives and construction crews;
- Prepares documentation and obtains required construction permits from various regulatory agencies;
- Acts as a lead contact to plans examiners, inspectors, contractors, and the general public as required;
- Mentors and supervises engineering staff in completing assigned tasks and managing workflow as assigned;
- Provides necessary information and demonstrations on how to perform certain work tasks to new employees in the same or similar class of positions;
- Keeps immediate supervisor and designated others fully and accurately informed about work progress and project status;
- Attends approved meetings, conferences, workshops, and training sessions;
- Reviews publications and audio-visual materials to stay current on principles, practices, and new developments in assigned work areas;
- Responds to citizens' questions and comments in a courteous and timely manner;
- Communicates and coordinates with others to enhance interdepartmental operations and activities.
Qualifications
- High School diploma or GED and at least two (2) years of college or technical training school, with specialization in subjects related to the field of civil engineering or project management;
- Extensive field and office experience in public works projects;
- Minimum of four (4) years' experience in surveying, drafting, construction, and inspection of a civil engineering nature;
- Project Management Professional (PMP) certification or equivalent;
- Current and valid driver’s license;
- Able to pass a pre-employment background check and drug test, including prescription medications.
