Project Manager-Expansion Projects

About the Role

Provide engineering technical development, oversight, project execution, and project management responsibilities in support of new, commercially driven projects as well as operational capital and maintenance projects. The candidate will coordinate and communicate with various commercial and operational groups to support business development, applying basic engineering analytical concepts to develop project and execution plans for successful completion. Work with customers, the public, government agencies, and other stakeholders to advance projects from concept through design, construction, and operations. May be filled as Project Development Engineer or Sr. Project Development Engineer based on qualifications.

Responsibilities

• Serve as on-site representative for operational, commercial, expansion, and development projects.
• Provide preliminary work scopes, estimates, and budgeting details for assigned projects.
• Coordinate the bidding process to ensure competitive and effective costing.
• Provide project management to ensure projects are completed on time and on budget.
• Advise management of progress toward project objectives and develop strategies for necessary adjustments.
• Promote ideas that provide safer, more efficient, and cost-effective operations.
• Interface effectively with customer representatives, regulators, Tallgrass staff, and others.
• Create bid packages and scopes for contractors and vendors.
• Interact with contractors throughout the bid, selection, construction, and commissioning phases.
• Manage hands-on field activities with full responsibility for capital and maintenance projects.
• Interact with maintenance and operations during concept, design, construction, and completion for smooth turnover.
• Meet deadlines set by sales and operations.
• Perform duties in accordance with federal, state, and local regulations, and company policies.
• Provide leadership and direction to project teams, including internal and external service providers.
• Create and direct controls for assigned projects, ensuring compliance with corporate, federal, and state policies.
• Prepare and deliver presentations on project proposals, descriptions, and status to management, agencies, and the public.
• Provide accurate monthly project cash flow forecasts.
• Manage projects to mitigate safety, reliability, environmental, and human impacts while meeting goals.
• Ensure ongoing improvement through evaluation of current processes.
• Travel 10-15% across a broad geographic region.
• Plan, schedule, and manage multiple capital and operational projects concurrently.
• Organize projects in the company’s financial control system, review expenditures, and prepare cost control reports.
• Assist business development and operations by preparing project scopes, cost estimates, and execution plans.
• Deal with a wide variety of people with tact, courtesy, and professionalism.
• Perform other duties as assigned, including non-traditional hours as needed.

Requirements

• Bachelor’s degree in Engineering, Project, or Construction Management from an accredited institution.
• Minimum of 10 years of relevant experience managing capital expansion projects in the midstream sector.
• Direct work experience in engineering or project management of natural gas or hazardous liquid pipeline or facility projects, including high-pressure gas and liquid transmission, metering, compression, pump stations, storage, truck loading terminals, gathering, treating, and processing.
• Full complement of project management skills, including scoping, estimating, cost and schedule control, design and construction management, team building, resource planning, procurement, and permitting.
• Understanding of midstream and downstream projects and basic economic analysis for project justification.
• Strong analytical skills, logical thought processes, and exceptional verbal and written communication skills.
• Ability to organize, prioritize, and manage large projects while maintaining strict confidentiality.
• General understanding of corporate policies, procedures, and processes related to the pipeline business segment.
• Solid leadership, communication, motivation, and interpersonal skills.
• Working knowledge of applicable regulations and agencies such as DOT, OSHA, and state counterparts.
• Familiarity with DOT, NEC, ASME, API, ASTM, and other industry specifications and standards.
• Proficient in MS Office applications (Excel, Word, Access, PowerPoint, Project, Outlook).
• Valid driver’s license and satisfactory driving record for travel.

• Field activities may include walking on rough terrain, climbing in/out of trenches, working around heavy equipment, and confined spaces.
• Must be able to work in all weather conditions and communicate safety adherence.

Working Conditions

• Majority of workday spent in an office environment; may vary based on location assignment.
• Outdoor work may involve extreme weather conditions depending on geographic location.
• Overtime may be required, including extended hours in emergencies.
• Required to carry a cell phone and be available during and outside working hours.
• Must clear a drug screen and complete background check, including a credit report for certain positions.

Preferred Qualifications

• Registered professional engineer.
• Training in project management software and techniques.
• Knowledge of natural gas and oil pipeline, plant, and pump station operations.
• Experience with FERC pipeline projects.
