Project Manager / Business Analyst (Remote)

About the Role

GovCIO is hiring a Project Manager/Business Analyst (PM/BA) to support project initiation through delivery while eliciting, analyzing, and documenting business requirements. This role bridges the gap between business stakeholders and delivery teams to ensure project outcomes align with organizational goals and business needs. This position is fully remote within the United States.

Responsibilities

• Creates integrated project plans for contract deliverables and new products in development projects.
• Manages a project team comprised of multidisciplinary staff.
• Reviews, manages, and controls status of projects and budgets; manages schedules and prepares status reports.
• Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
• Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers.
• Supports project planning and delivery, ensuring projects remain on schedule, within scope, and budget.
• Develops and maintains project plans, schedules, reports, capacity plans, and Agile documentation.
• Tracks and mitigates risks, issues, and scope changes throughout the project lifecycle.
• Facilitates project meetings, Agile ceremonies, status updates, and cross-functional coordination.
• Maintains project documentation and communicates status, risks, and key metrics to leadership.
• Elicits, analyzes, documents, and validates business requirements through stakeholder interviews, workshops, and process analysis.
• Translates business needs into functional/non-functional requirements, user stories, use cases, and process maps.
• Assesses current-state processes, conducts gap analyses, and recommends future-state improvements and efficiencies.
• Develops business cases, facilitates requirements review and approval, and ensures requirements traceability.
• Partners with technical teams on solution design and supports UAT planning and execution.
• Serves as the liaison between business stakeholders, technical teams, and leadership.
• Builds stakeholder relationships and facilitates alignment across competing priorities.
• Supports communications, training, and change management during project rollouts.
• Mentors junior team members and business analysts as needed.

Requirements

• Bachelor’s degree and 5–7+ years of experience in project management and/or business analysis roles (or commensurate experience).
• Demonstrated experience managing full project lifecycles (initiation through closeout).
• Strong requirements elicitation, process mapping, and documentation skills.
• Proficiency with project management tools (e.g., Jira, Confluence, MS Project).
• Excellent written and verbal communication skills, with the ability to translate technical concepts for non-technical audiences.
• Strong analytical, critical thinking, and problem-solving abilities.
• Experience working in Agile (or hybrid) delivery environments.

Preferred Qualifications

• PMP (Project Management Professional) certification.
• Experience with business analysis and diagramming tools (e.g., Visio, Lucidchart).
• CBAP or CCBA (Certified Business Analysis Professional / Certification of Competency in Business Analysis).
• Certified ScrumMaster (CSM) or equivalent Agile certification.
• Experience with process improvement methodologies (Lean, Six Sigma).
• Industry-specific experience relevant to the hiring organization (e.g., healthcare, finance, technology).
• Experience with data analysis and reporting tools (Excel/Power BI/Tableau).

Clearance

Ability to obtain and maintain a Suitability/Public Trust clearance.

Pay

Posted salary range: USD $85,000.00 – USD $105,000.00 per year.
