About the role
This position is responsible for managing the vertical construction, projects, and related grants for the City of Panama City Beach. As vertical projects lessen, the incumbent may transition to managing streets, stormwater and other Public Works related projects and grants. This position leads a team of professionals in the design, bidding, and construction of City projects.
Responsibilities
- Captures the City’s construction needs and goals during the design process.
- Develops project plans and goals, scope of work, schedules, and project work plans including time frames, funding limitations, contract costs, risk factors, and allocation of available resources.
- Manages projects, identifies project participants, maintains project documents, establishes agendas, sets timelines, monitors, and reports on the progress of assigned projects ensuring project is on-time, on-target, and on-budget.
- Selects consultants and contractors for projects.
- Oversees construction sites and general contractors to ensure a high level of quality and safety.
- Reviews Requests for Information and Requests for Proposal and Change Orders and makes recommendations to Staff.
- Ensures that all work is performed in accordance with approved methods and procedures.
- Ensures that the project is constructed and documented in accordance with the contract documents and standard practices.
- Develops and maintains project cost/change controls, and project budget and invoice/pay application records.
- Assists with grant procurements and managing grant compliance.
- Performs change order estimating and change order negotiations for approval by City Management and/or City Council.
- Covers schedule updates, invoices, and submittals.
- Aids in managing and reviewing the progress of the Architectural/Engineering team design effort and General Contractors’ construction schedules.
- Reviews bi-weekly or monthly reports on the status and progress of the contracts, including project costs and potential changes.
- Reports the status of projects to Public Works Director.
- Attends design program and construction meetings as needed.
- Plans and constructs major facilities improvements/expansions as well as identifies capital needs for all City Facilities.
- Assists departments with special projects as needed and coordination of services by the department or third-party contractor.
- Serves as a primary on-site contact for vendors, contractors, and service providers performing repairs or maintenance in City facilities ensuring proper permits and documentation are filed and processed.
- Completes special project assignments as needed.
- Prepares RFPs, RFQs, and other pre-bid documents, and post-bid documents as needed.
Requirements
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field (Civil Engineering, Construction Management, Architecture, Project Management, Facility Management, or related field).
- 5+ years of project experience working in the government/construction industry preferred.
- Building maintenance education/experience preferred.
- Experience with large Government construction sites preferred.
