About the role

The City of Norfolk's Department of Public Works is seeking a Project Manager for the Division of Streets and Bridges. The Project Manager will oversee engineering and project management of municipal road maintenance repairs and resurfacing projects.

Responsibilities

  • Manages construction and design projects by supervising the process, determining engineering solutions, managing and reviewing designs, investigating problem areas, coordinating with consultants and contractors, reviewing and processing drawings, scheduling and chairing progress meetings, performing site visits, performing construction inspections, negotiating construction change order proposal requests and recommending approvals.
  • Provides project support by coordinating the preparation of engineering designs, plans, specifications and cost estimates for the construction of municipal structures, coordinating the creation and maintenance of databases, scheduling and chairing pre-construction conferences, tracking and coordinating project schedules and budgets, performing technical and construction reviews on plans, administering contracts, participating in contract procurement, and developing standard procedures and contract language.
  • Administers construction projects by participating in progress meetings, maintaining project status reports, preparing cost estimates, scheduling, coordinating and performing quality control inspections, posting changes and maintaining project plans, identifying and resolving construction field problems, and preparing engineering diagrams and sketches.
  • Develops Requests for Proposals and manages contracts for the Streets and Bridges Division and bridge projects. Independently develops scopes of work and estimated costs and schedules, negotiates scope and costs on behalf of the Department, prepares and executes task orders, and provides technical review of consultant work products.
  • Oversees construction projects, supplies technical input on construction-related issues, and reviews and validates change order requests.
  • Conducts field evaluations for Capital Improvement Projects, developing them for priority. Coordinates with Right of Way, Virginia Department of Transportation, and other entities for new and assigned projects.
  • Manages and tracks capital improvement projects. Uses the Financial Management System in budgeting for accounts of projects assigned.
  • Addresses citizen concerns by communicating information, inspecting sites, determining remedies, coordinating with field personnel, and managing call response databases. Responds to citizen requests, civic groups, and interdepartmental agencies.
  • Performs administrative duties by representing the division at agency meetings, preparing correspondence and reports.
  • Provides technical expertise to field inspectors, management staff, and within the Department as well as within other Departments, outside agencies, and private property owners. Performs site inspections to determine the most satisfactory engineering solution.
  • Coordinates engineering studies, plans, material specifications, material and labor cost estimates, and construction schedules. Participates in long- and short-term planning and process review for improvement and efficiencies.
  • Communicates effectively, both orally, and in writing, with an array of individuals ranging from management level to field crews.
  • Affords assistance to Division with writing grants to leverage funds and regulatory permits. Reports to government entities on projects related to grants and funding and represents Public Works on federal, Virginia department of transportation, and private development projects.
  • Utilizes computer-based databases. Supervises the Division's GIS mapping database system. Manages street Inventory/work history in Road Matrix. Coordinates annual inventory updates with the division GIS and the Virginia Department of Transportation. Works with transit to coordinate Virginia Department of Transportation funded projects.
  • Performs physical inspections of 58 bridges by walking onto and underneath bridges, navigating confined spaces, wading through culverts with hip/chest waders, and using equipment to test, measure, photograph and record any deficiencies in accordance with VDOT specifications.
  • Prepares and submits reports to officials by reviewing construction plans, bridge files, and reports, and using computer software to record changes in current inspection findings.
  • Performs visual inspections with binoculars and any other necessary equipment by noting intermediate changes in deficient areas affected by weather or temperature changes.
  • Sets up and operates a boat in navigable waters throughout the city.

Requirements

  • Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Academic courses or areas of concentration required to perform the required job duties: Engineering (civil or mechanical engineering or engineering technology).
  • Five years' experience in a related field; or an equivalent combination of education and experience.
  • Preferred License(s) and/or Certification(s): Preferred FHWA Team Leader which consists of: FHWA Bridge Maintenance Training FHWA Safety Inspection of In-Service Bridges within six months FHWA Engineering Concepts for Bridge Inspectors
  • Licenses: Must possess a valid Driver’s License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.

Qualifications

  • Education/Experience: Work requires specialized knowledge in a professional or technical field.
  • Preferred: Bachelor’s degree or higher in Civil or Mechanical Engineering or Engineering Technology.
  • Additional: Must have a Virginia Driver’s License.
