About the role

The Project Manager I manages the planning, design, procurement, construction, and closeout of assigned capital improvement projects in the Washoe County School District. This position specializes in projects related to either design or construction. The Project Manager I coordinates all phases of project development through collaboration with district staff, consultants, contractors, and stakeholders to support effective implementation and ensure all project/contractual objectives and obligations have been achieved to provide cost effective, timely, and quality project outcomes.

Responsibilities

  • Develops project execution plans and estimates for all assigned projects and manages the budgets allocated for each project.
  • Reviews project designs for completeness, constructability, quality and consistency with the District's standards and objectives within that project and particular scope of work.
  • Collaborates with District departments, site personnel, and other internal stakeholders to coordinate assigned projects.
  • Investigates the condition of existing school facilities and evaluates the building's ability to effectively deliver specific educational programs consistent with the District's current educational specifications.
  • Meets in committee with principals, teachers and department heads to study needs regarding program, space and systems requirements for assigned projects.
  • Secures proposals from consultants, including architects and engineers and other technical consultants for project planning and design services.
  • Prepares consultant agreements for review and approval necessary for a complete project.
  • Reviews and approves consultant pay applications.
  • Coordinates assigned projects with Design Lead, Architects, Engineers, and other technical consultants.
  • Attends and conducts design, pre-bid meetings, pre-construction meetings.
  • Coordinates and manages the development of bid documents including all necessary plans and specifications.
  • Coordinates and manages the bidding process as required by District Standards, Policy, and Procedures.
  • Coordinates and manages the District, jurisdictional and other associated permitting required for all types of projects.
  • Coordinates planning and design efforts with all affected parties, including site personnel and school organizations, other District departments, outside organizations, regulatory agencies, consultants, contractors and communication agencies.
  • Maintains complete and accurate files of all planning and design documents, test reports, Board actions, contracts, and correspondence associated with each project.
  • Attends and conducts pre-construction and Owner/Contractor meetings.
  • Performs construction contract administration for assigned projects with outside contractors and vendors including, but not limited to, work zone management, changes, requests for information, supplemental instructions, directives, and other industry standards for construction.
  • Manages project warranty for standard warranty periods.

Qualifications

  • Education: Bachelor's degree from an accredited college or university in engineering, architecture or related field required.
  • Experience: One (1) year of experience working in a building design, maintenance and/or construction field performing project management responsibilities required.
  • Licenses/Certificates: Possession of, or ability to obtain, a valid State of Nevada driver license with a driving record acceptable to the District is required. Nevada Professional registration in either engineering (PE) or Architecture preferred. Professional Certification in project management is preferred.

  • Knowledge of: Nevada Revised Statutes, Nevada Administrative Codes, and local, state, federal, and national codes such as IBC, UBC, UMC, UPC, NFPA, OSHA; ADA requirements of contractors, architects, engineers, and the public; Project coordination practices and procedures; Building construction, including architectural, structural, plumbing, mechanical (HVAC), and electrical systems; Site construction, including utilities, playgrounds, parking, irrigation, landscape, lighting, and athletic facilities; Construction documents, including contracts, plans, and specifications; Construction project budget management, including cost estimating procedures and methods; Construction and management principles, practices, and procedures; Principles of public works procurement; Contract development; Construction and modernization materials and techniques; Overall project schedule and resource management.
  • Skill in: Managing multiple projects concurrently and meeting predetermined deadlines; Coordinating planning and construction/renovation of projects with building occupants; Reading and interpreting construction drawings, specifications, and schedules; Providing cost estimate information; Coordinating actions to accomplish work objectives while exercising necessary flexibility; Thinking logically, clearly, and independently; Working both independently and collaboratively and possessing excellent customer service skills with employees, government entities, and utilities.
  • Ability to: Communicate effectively both orally and in writing; Effectively plan, organize, prioritize and execute projects; Establish and maintain effective working interpersonal relationships with a variety of people.
