Project Engineer II

About the Role

The Project Engineer II leads complex energy-efficiency retrofit projects from initiation through closeout, ensuring successful delivery of scope, schedule, budget, quality, and safety requirements. This position coordinates cross-functional teams, oversees design documentation, manages professional consultants and contractors, supports bid processes, and ensures compliance with all applicable codes, standards, permitting requirements, and stakeholder expectations.

This role is ideal for an experienced engineer with strong project-management capabilities, technical depth in building energy-efficiency technologies and MEP systems, the ability to oversee multiple projects simultaneously with minimal supervision, and the capacity to provide guidance to early-career engineers.

Responsibilities

• Manage all stages of the project lifecycle from initiation through closeout for highly complex projects and/or programs, ensuring deliverables comply with schedule.
• Work independently with minimal support from higher-level Project Engineer(s) or manager, owning large-sized projects under administrative supervision.
• Manage and implement multiple projects and modifications concurrently.
• Oversee and coordinate all in-house and external resources for project-related activities.
• Ensure applicable licensing, environmental, permitting, safety, code compliance, construction, and stakeholder requirements are incorporated into the project, especially during initiation and design phases.
• Develop and manage design documents/specifications, project presentations, Trustee Items, project funding requests, budgets, forecasts, bid documents, evaluate bid proposals, and make award recommendations.
• Partner with Construction Engineers, Engineering, Customers, or Service Providers to develop/negotiate contract change orders, prepare invoices, coordinate construction sequencing and site outages, field and design changes, and quality testing/inspections.
• Review and contribute to all project documentation, including drawings, technical specifications, assessment reports, asset and risk registries, budgets, forecasts, invoices, schedules, and variances.
• Perform occasional emergency response, including outside of normal business hours.
• Support and guide/mentor lower-level Project Engineer(s).
• Supervise maintenance department staff and contractors for assigned projects, prepare and monitor day-to-day work activities, and ensure safety compliance.
• Work with planners to schedule work activities and review job packages to ensure completeness and accuracy before and after work performance.

Requirements

• Bachelor’s Degree in Civil, Mechanical, Electrical Engineering, Energy Engineering, or a related field.
• Minimum of 6 years of experience, including at least 3 years in Project/Construction Management, preferably in the utility, commercial, or related mechanical/electrical industries.
• Proficient in project management of electrical, mechanical, structural, and/or water projects specific to the electric utility, canal/waterways, building systems, distributed energy resources, and/or electric vehicle industries.
• Proven success in managing technical and commercial aspects of large projects and programs.
• Ability to develop project plans, timelines, and work schedules, and coordinate among customers, contractors, and permitting agencies.
• Significant experience with applicable codes, standards, regulations, project budgets, costs, project management software, and NYPA external stakeholders.
• Ability to perform engineering calculations and complete specifications, scopes of work, reports, and interdisciplinary design packages.

Preferred Qualifications

• New York State Engineer in Training (EIT) certification.
• Project Management Professional (PMP) certification or ability to obtain within 2 years.
• Design Build Institute of America (DBIA) certification or ability to obtain within 2 years.
• Certified Construction Manager (CCM).
• Certified Energy Manager (CEM) certification.

Physical Requirements

• Approximately 25% travel, primarily within New York State.
• Willingness to enter confined spaces and climb/scale power system apparatuses.
• Ability to travel to vendor facilities worldwide to support construction activities, inspect equipment fabrication, and commissioning for the required duration.
• Availability to work outside of normal business hours (including weekends) when project demands.

Pay

The estimated salary range for this position is $129,000 to $161,000. The salary offered will be determined based on the successful candidate’s relevant experience, knowledge, skills, and abilities.
