About the role

This project provides Project Management and Engineering support for Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Center (NIWC) Pacific.

Responsibilities

  • Perform program management and engineering support tasking to support NIWC PAC and MCBH S6 program and project management teams across initiation, planning, execution, monitoring and control, and closeout phases.
  • Develop and manage operations, and develop and update planning documentation, including:
    • Program and project management plans
    • Financial documentation (budget estimates, cost estimates, spend plans, financial reports)
    • Staffing plans
    • Plans of action, schedules, and milestones
    • Work breakdown structures
    • Configuration management and control
    • Risk management plans, risk registers, risk matrices
    • Quality plans and procedures
  • Provide services for meeting planning and execution, including local NIWC Pacific meetings and inter-office meetings with program sponsors and government stakeholders.
  • Generate, edit, proof, and distribute program documentation such as program plans, status reports, and technical documentation in accordance with the program data management plan.
  • Attend peer design review meetings, collect input from participants, and consolidate comments for the NAVFAC or Project design team.
  • Create or modify documents, processes, workflows, and Standard Operating Procedures (SOPs) to meet Program requirements and process improvement initiatives.
  • Assist with annual reviews of Program Plans, Processes, and related materials.
  • Assist the ISP (Inside Plant) Manager, OSP (Outside Plant) Manager, Provisioner, and PMs in developing review briefs and artifacts.
  • Perform Quality Assurance (QA)/Quality Control (QC) on Outside Plant (OSP) and Inside Plant (ISP) installations.
  • Examine and check engineering drawings for compliance with cited specifications and ensure necessary items are included.
  • Conduct technical reviews of engineering and installation documentation, including IDPs, IRDs, As Builds, System and Platform SOVTs, Site Survey Reports, and BESEPs.
  • Track required changes and make necessary corrections.

Requirements

  • Three (3) years’ experience with US DoD, C4I systems architecture, installation, integration, and testing.
  • Three (3) years’ experience with Shore Modernization process stakeholders and organizational relationships.
  • Three (3) years’ experience reviewing and developing technical correspondence, reports, documents, MILCON drawings, IDP, Base Electronic Systems Engineering Plans (BESEP), and/or analyses.
  • Three (3) years’ experience generating, editing, reviewing, proofing, and distributing technical documentation (IDP, BESEP).
  • Three (3) years’ experience creating or modifying documents, processes, workflows, System Operational Verification Test (SOVT), and Standard Operating Procedures (SOPs).
  • Three (3) years’ experience supporting peer review meetings and incorporating changes into program documents such as design documentation, white papers, engineering analysis, technical research papers, and performance charts.
  • One (1) year’s experience supporting project management teams.
  • One (1) year’s experience with MS Office Products (Excel, Project, PowerPoint) and Adobe Pro.
  • High School diploma or equivalent.
  • Active Secret security clearance required.
