Project Director - Water Infrastructure
Job Responsibilities
Lead Pursuits & Win Work
Drive capture planning, go/no-go decisions, and teaming strategy for major water infrastructure pursuits
Develop winning proposal narratives, technical approaches, and interview presentations
Build and maintain relationships with owners, engineers of record, owner’s advisors, and regulatory stakeholders
Represent Haskell at industry events (DBIA, AWWA, TWCA, AMTA, WCDA, TXWIN)
Drive Preconstruction
Lead the OPCC development and GMP packaging strategy from conceptual through final pricing alongside the preconstruction manager
Develop and defend project schedules, work packaging, procurement strategies, and self-perform plans
Navigate state funding compliance requirements (e.g., TWDB SWIFT/SRF programs) and milestone commitments
Own Project Delivery
Take full accountability for safety, quality, cost, and schedule performance on projects from $50M to $300M+
Lead the integrated project team: project managers, superintendents, field engineers, and design partners
Manage self-perform work planning (~60% self-perform) and subcontractor coordination
Serve as the primary client contact throughout execution, building trust and solving problems in real time
Oversee commissioning, startup, and closeout
Balance multiple concurrent projects at various stages — from active pursuits to projects in execution
Education & Years of Experience
Bachelor's Degree in either Construction Management, Civil Engineering, Environmental Engineering, or related
10+ years in heavy civil / water infrastructure construction, with at least 5 years in a Project Director or senior Project Manager role leading projects from pursuit through closeout
PE license and/or DBIA certification preferred
Qualifications
Demonstrated experience leading project delivery across planning, evaluation, design, permitting, and construction for municipal water and wastewater infrastructure
Direct, hands-on experience with CMAR and/or Progressive Design-Build delivery — not just traditional hard-bid Design-Bid-Build
Experience leading individual projects of $50M+ with portfolio exposure to $100M+ programs
Demonstrated ability to lead GMP development, OPCC validation, constructability reviews, and schedule development — not just oversee them
Technical depth across at least two of the following: water treatment plants, transmission pipelines, pump stations, raw water intake structures, reservoir systems, water reclamation / wastewater treatment facilities
Comfortable managing or integrating self-perform concrete, mechanical piping, and process equipment installation within a design-build framework
Track record of building trust with public owners, owner’s representatives, and design engineers in a collaborative delivery setting
